Rate Study conducted by Burton & Associates Revenue Sufficiency Analysis – an analysis was conducted to evaluate the adequacy of projected water and wastewater rate revenues respectively to fund all of each system’s cost requirements over a ten-year period from FY 2006 through FY Burton & Associates recommended that the water rates be increased annually by 5% and the sewer be increased annually based on the Consumer Price Index (CPI) for the Southeast. The City adopted Burton’s recommendations in 2008 under Resolution R for water, Resolution R for sewer and Resolution R for reclaim.

Tiered Rates for Water & Irrigation Tiered rates are designed to reward customers who use less water by charging the lower rates for water used in the lower tiers. Customers will see a lower tiered rate for potable water used within their home as it is a necessity. Customer will see a higher tiered rate for potable water used for irrigation purposes as it is considered more of an option or luxury. Tiered rates are commonly used by water providers all over the country to promote water conservation.
