Rate Study conducted by Burton & Associates Revenue Sufficiency Analysis – an analysis was conducted to evaluate the adequacy of projected water and wastewater rate revenues respectively to fund all of each system’s cost requirements over a ten-year period from FY 2006 through FY Burton & Associates recommended that the water rates be increased annually by 5% and the sewer be increased annually based on the Consumer Price Index (CPI) for the Southeast. The City adopted Burton’s recommendations in 2008 under Resolution R for water, Resolution R for sewer and Resolution R for reclaim.

Tiered Rates for Water & Irrigation Tiered rates are designed to reward customers who use less water by charging the lower rates for water used in the lower tiers. Customers will see a lower tiered rate for potable water used within their home as it is a necessity. Customer will see a higher tiered rate for potable water used for irrigation purposes as it is considered more of an option or luxury. Tiered rates are commonly used by water providers all over the country to promote water conservation.

Backflow Preventers

Authority The Safe Water Drinking Action (PL ) Florida Administrative Codes mandate that community water systems shall establish a routine cross connection program Accepted Practices: AWWA Manual M14, AWWA Manual Cross Connection and Backflow Preventers, USC Cross Connection Manual City Ordinances

Cross Connections “Cross Connection” means any physical arrangement whereby a public water supply is connected, directly or indirectly, with any other water supply system, sewer, drain, conduit, pool, storage reservoir, plumbing fixture, or other device which contains or may contain contaminated water, sewage, or other waste, or liquid of unknown or unsafe quality which may be capable of imparting contamination to the public water supply as the result of backflow

Why do we Care Protection of the Public Water Supply

Potential Hazards Alternate water sources (well pumps) Irrigation systems Reclaimed water areas Fountains Commercial processes

What is Backflow The term “backflow” means the undesirable reversal of flow of water or mixtures of water and other liquids, gasses or other substances into the distribution pipes of the potable supply of water from any source or sources. There are several types of “backflow Prevention Devices” used by the COSC. These are: Double Check Valve Double Detector Check valve Pressure Vacuum Breaker Reduced Pressure Principle

Who Decides The need of a device at a residential or commercial site is based on the presence of a “potential hazard” (cross connection) as determined by Lines Division Staff

Commercial Maintained by Lines Division, Systems Control Use a Tokay database Requires annual inspection at commercial establishments needing backflow devices at their expense using a third party certified tester Must comply or be disconnected

Residential Maintained by Lines Division, Systems Control since 2003 Use a Tokay database The Lines Division performs site surveys to determine the need of a residential device based on potential hazards Irrigation permits may trigger the need of a device Homes in reclaimed areas require a device The Lines Division has certified testers that conduct annual testing of all residential devices They also maintain all residential devices
