SCO Leadership  The Senior Defense Official/Defense Attaché (SDO/DATT) will be (per DoDD ):  Ambassador’s principal military advisor  DoD’s principal official on country team; focal point for all Defense matters (from OSD, JCS and CCMD)  Principal in-country representative of the Department of Defense to the host nation  Supervises: Attaché Office, SCO, and POC for all other defense matters under COM authority (except Marine Security Guard Detachment) Note: Not all countries have implemented the SDO/DATT concept

The number of members of the Armed Forces assigned to a foreign country under this section may not exceed six unless specifically authorized by Congress. Twenty countries currently authorized ≥ 6 military Section 515, FAA Congressional Limitation on “SA Funded” Military Staffing

Security Cooperation Office (SDO/DATT) SCO Relationships (SAMM Ch 1) Partner Nation DSCA, IAs, MILDEPS Ambassador Combatant Command DOS, Country Team Industry

Secretary of State Per Section 622 of the FAA and Section 2 of the AECA: Continuous supervision and general direction of economic assistance, military assistance, military education and training, and sales and export programs; Determining whether there shall be a security assistance program, or a sale or export for a country and the value; Insuring such programs are effectively integrated both at home and abroad, and that the foreign policy of the United States is best served.

PM/RSAT Mission (Regional Security and Arms Transfers) Coordinate State’s position on government-to- government military transfers Congressional pre-consultations and notifications Recommend action on applications for commercial arms sales, export licenses, and arms import licenses

PM/SA Mission (Security Assistance) Manage FMF, IMET, and PKO policy and budgets State Dept. lead on shared authorities (2282, GSCF, etc.) Advocate for programs on the Hill, with OMB, and in the interagency Operate within authorities and legislative mandates

PM/DDTC Mission (Directorate of Defense Trade Controls) License direct commercial sales in defense articles/services Develop and enforce defense trade export control laws, regulations and policies - International Traffic in Arms Regulation (ITAR)

Secretary of Defense Per Section 623 of the FAA: Determination of military end-item requirements Procurement and delivery of military equipment Supervision of end-item use by the recipient countries Supervision of the training of foreign military personnel

GEOGRAPHIC COMBATANT COMMANDS (CCMD)

Combatant Command (CCMD)  CCMD and SCOs develop country and regional planning documents  Comment on major equipment requests  Coordinate on grant funding requests (e.g., FMF, IMET, BPC)  Work combined exercises and mil- to-mil events with SCOs  Coordinate theater requirements with OSD, JCS, MILDEPs, and US Embassy

PRESIDENTIAL POLICY DIRECTIVE / PPD-27 SUBJECT: US Conventional Arms Transfer Policy “The USG will provide support for proposed U.S. exports …this support will include, as appropriate, such steps as: Tasking our overseas mission personnel to support overseas marketing efforts of U.S. companies bidding on defense contracts Actively involving senior government officials in promoting transfers that are of particular importance to the United States Supporting official DoD participation in international air and trade exhibitions U.S. Embassy Support of Defense Trade
