National Teen Driver Safety Week October 18-24, 2015 Despite the progress we are making: Motor Vehicle crashes are still the leading cause of death amongst teens in the United States  2013: In the United States, nearly 32,850 fatalities  2013: NJ: 508 fatal collisions that resulted in 542 deaths  2013: NJ: yrs. of age: 17 fatal NAME OF PRESENTATION IN ALL CAPS (INSERT IN FOOTER)2

Morris County and NJ stats January 1, 2015 to October 21, 2015: NJ overall: 382 crashes with 412 fatalities 214 drivers 70 passengers NJ Teens ages, yrs. old: 16 fatal drivers 17 fatal passengers Morris County : 12 fatal were drivers 4 fatal were Passengers NAME OF PRESENTATION IN ALL CAPS (INSERT IN FOOTER)3

Review of the GDL PERMIT: 16 year olds: Practice at least 6 months and must have 6 hours of behind the wheel driving. 17 year olds: do not have to have the 6 hours behind the wheel but must hold probationary license for 12 months PROBATIONARY: Obtain at minimum of 17 years old. And hold for a minimum of 12 months before becoming eligible for a basic non-restricted license. BASIC UNRESTRICTED: After holding Probationary for one year and must be a minimum of 18. In order to apply for the basic license, the probationary license holder must go back to MVC to apply for the basic. Permit and Probationary License Restrictions  Driving hours: There are work and Religious exceptions (No driving between the hours of 11:01pm and 5:00 am.)  Passengers: Unless accompanied by an adult, or the passengers are the drivers dependents: ONE Passenger  GDL decal: Placement is to be on the front and rear license plates. REQUIRED ($100 fine)  Portable Electronics: Not allowed  Seatbelts: REQUIRED ($47.00)  Plea Bargain agreements: Banned (Sept. 27, 2008) When 3 points have been accumulated on the GDL holders license, they are sent to training and monitored for 12 months; additional points trigger 90 day suspensions. 17 yr. olds were the number one user of “ unsafe operator.” NAME OF PRESENTATION IN ALL CAPS (INSERT IN FOOTER)5

GDL Decal Facts  The red decal was developed to identify the teen drivers who are subject to the passenger and curfew restrictions for law enforcement to increase compliance with these 2 life saving restrictions  According to Children’s Hospital of Philadelphia (CHOP) they believe the decal has prevented more then 1600 teen drivers crashes and has helped police officers enforce the restrictions NAME OF PRESENTATION IN ALL CAPS (INSERT IN FOOTER)6

Graduated Drivers License (GDL) 2 of the GDL restrictions have the most life saving potential: curfew and passenger restriction 40% of teen fatal crashes occur after 9pm Teens driving with just one passenger have nearly twice the risk of being involved in a fatal crash During the first months of driving, teens are at the greatest risk of crashing. This why we want to enforce the GDL  40 % fatal crashes occur at night  Teens who drive with just one passenger are 2 times likely to be in a fatal crash  People are as impaired when they drive and talk on a cell phone as they are when they drive intoxicated at a legal blood alcohol limit  Teens are 75% more likely to survive a crash when we use our seat belts  Zero tolerance: if you test positive for alcohol or substance consumption, regardless of the amount, you will be charged with driving under the influence.
