Energy Community Secretariat CIRED Conference nd International Conference and Exhibition on Electricity Distribution CIRED is covering:  the whole field of Electricity Distribution Systems and associated services, including dispersed and embedded generation issues  the technical aspects of Electricity Supply  related aspects such as cost reduction, environment, regulation, organisation and related IT systems.

Energy Community Secretariat CIRED Round table - scope 3 The target of quality regulation – opposite positions?! Scope: Energy Regulators working through the Council of European Energy Regulators (CEER) aim to create well functioning and competitive EU energy markets, so that consumers get fair prices, the widest choice of supplier and the best quality of supply possible. Regulators believe that all users should be provided with electricity of adequate quality. As part of this pledge to ensure good quality CEER: i.Periodically benchmarks and documents the quality of electricity supply in terms of its levels and its regulation across Europe; ii.Spreads best practice on quality of supply regulation including incentive/penalty regimes; iii.Drives forward improvements in existing European quality of supply standards in order to achieve standards.

Energy Community Secretariat CIRED Round table – outline of discussion 5 The target of quality regulation – opposite positions?! Outline:  Presented Continuity of supply (CoS) in the US and joint CEER/ECRB 5th Benchmarking report on QoS has shown that interest in monitoring, regulation and benchmarking of QoS is significantly increasing both in Europe and the US. In Europe there were already more than 35 participants in the QoS benchmarking. In the US, although participation in benchmarking was not mandatory, 86% of companies participated.  Discussion highlighted substantial work on QoS monitoring and regulation that has been done so far and positive results achieved as well as the need for further continuation of the activities on Europe-wide harmonization of data collection, definitions, indicators and methods of calculation, payment and regulation methods.  Maintaining and improving QoS through the use of continuous monitoring and implementation of incentive regulation is recognized as essential.  Diminishing differences in quality of supply in terms of continuity of supply and voltage quality both on national and international level was pointed out as an important future objective, having in mind major differences in quality performances among participants in benchmarking as well as national differences observed when moving from rural to suburban to urban area.

Energy Community Secretariat CIRED Round table – outline of discussion 6  Voltage Quality monitoring is proposed to be done through the wide campaigns based on EN that is considered as a complete and sufficient tool for maintaining voltage quality. Instead of constant changes of EN 50160, the need for start using it as it is was highlighted.  Regulators are invited to use EN for VQ regulation and to support VQ monitoring efforts of DSOs.  Considerable concern has been expressed over voltage dips and emissions into the network and consequently further work on emission/immunity standards for equipment has been proposed.  Network operators are invited to perform cost-benefit analyses based on the quality data in order to be able to better identify priorities in investments into the network.  Cost-estimation studies on customer costs due to electricity interruptions and voltage disturbances are proposed to be used in quality regulation, having proved to be very important and useful tool. CEER 2010 Guidelines of good practice on estimation of costs due to electricity interruptions and voltage disturbances should be taken into account when performing cost-estimation analysis.  Discussion called for continuation of exchanging best practices and results, publication of results and reports, as well as promoting discussions on QoS issues.
