Definition RECONSTRUCTION OF PROGRAM LOGIC (RPL) is the development of a comprehensive chain of reasoning that links investments in a program with the program’s results by piecing together bits of evidence collected in the course of program evaluation. 2

Three common flaws in program logic 1.Goals are too SMART 2.Goals are too global (no goals) 3.Lack of logical harmonization between projects and programs 3

Example (goal is too SMart) “To reduce by half the number of people killed in the car accidents per year” Here is what they actually mean: “To decrease the damage from car accidents to human life and health” 6
