I. Civil Rights A. Civil Rights- Positive acts of government that prevent discrimination 1.America has been reluctant to grant equality to minority groups 2.America’s population has become much more diverse over time

B. The Constitution- No person can be denied equal protection of law C. Congress- Helped further discrimination early in history by inaction

II. Equality A.African Americans- Were denied equal rights as slaves and in Jim Crow South B.Women- Denied right to property, education, voting 1. Laws treating men and women differently may be upheld if they meet certain criteria

C.Minorities- Many other factors have contributed to the equal rights debate 1.Age 2.Immigration 3.Religion 4.Sexual Orientation 5.Social Class

III. Segregation A.Separate But Equal- Doctrine that allowed segregation for 60 years B.Brown v Board – Ended segregation in public schools 1.Reversed Plessy v Ferguson 2.Struck Down Separate But Equal 3.Integration came slowly

C. De Jure Segregation- Result of laws or other government action D. De Facto Segregation- Result of illegal acts of discrimination against minority groups
