Objective Explore the system of social welfare in Russia and compare it with the United States of America. Topicality Last time, we hear a lot of questions about the poor welfare system in our country. I think to understand this problem we have to consider it from the government and the Constitution.

The social security system of each country has its own characteristics, because each country has its own socio- economic conditions. The right to social security is in the constitution of the Russian Federation and is a complex joint things about the country's organization and law. Basically - this is social protection of disabled and needy populations. It is done in two main areas: social security and social assistance. Social security- it's pension (old age, disability, widowhood, etc.). Social assistance - this is money for the poor citizens who have low income, which is lesser than minimal. Types of social welfare:

Real situation The complexity of the formation and implementation of social policy in Russia lies in the fact that dominates the so-called "equalize- distributing" system. The result is that many people who have big work experience or have lost their ability to work due to professional illnesses, have very small pensions. It's difficult to survive because it doesn't meet the good quality of life. Accordingly, we can say that social protection in Russia is at a low level. To change this situation, our government distributes the money to the regions. But there is no real control over the money, so - there is no liability.

In order to assess the situation in the socio-economic sphere of our country, I compare it to the U.S.A. Most Americans - about 85%- not rich and not poor. They constitute a broad economic category, called "middle class". Belonging to the middle class means that a person either works in a factory or a store manager or a qualified professional - a teacher or medic. Farmers, police, and salespeople belong to this category too. Another part consists of very rich people. Another - the poor. Usually considered a poor family of three, annual income is $ 8000 or less.

Providing and support For such people country provides some social welfare programs: Social security benefits Medicaid - the provision of free medical care and hospitalization. Grocery Coupons School meals - free breakfasts and lunches for schoolchildren Distribution of surplus food

Conclusions: The social security system in Russia has a few differences from the American, but its level of quality is much lower than in the U.S. From my point of view, to improve the quality of welfare system in our country, the government should tighten the control over specific money.
