MEA Document Overview Slides 26 February

About these slides This slide pack is designed to provide market participants with an introduction to the February 2016 release documents involved in the Market Entry Assurance (MEA) process, and as such should be read first. The following slides provide a list of the documents released, in addition to a brief description of what each is. On the final slide is an overview of the MEA process to help applicants visualise how the different elements of Market Entry Assurance fit together. Applicants should ideally read the documents in the order they appear, starting with the MEA Process slides, which provide an overview of the process. The remaining documents then emulate the order of the MEA process. Applicants going down the enhanced route do not necessarily need to read the self-certification documents. The same is largely true for self-certification applicants reading the enhanced documents, although it may be worth reading the Business Solution Assessment for further ideas on how to carry out the Self-Certification Declaration. The documents will be discussed and feedback sought at the MEA SIG on 8 March. If applicants, after reading all the documents and the MEA Process slides, have any questions or comments, please submit them through Podio in advance of this date and MOSL will try and incorporate them in the session. 2

MEA Documents released MEAC Overview & Process Slides Trading Application Applicant Information Return (AIR) Detailed slides outlining the Market Entry Assurance process. Aimed at helping market participants to understand the MEA process and how it relates to them, including defining the potential routes to take and activities in the process. Basic form to be used by all applicants to initiate the MEA process. An initial version was released in January; this is an updated version to reflect participant comments. Questionnaire designed to enable applicants to provide an understanding of their market preparations. Applicants will provide information on how their processes, systems, policies and resources will be developed and operated to ensure ongoing compliance with the market codes. MEA Documents released MEAP Guidelines Self-Certification Declaration Security Return A tool to let applicants set out the timing of the rest of their MEA process, and to enable MOSL to plan resources accordingly. Pro forma and guidance for completing a Market Entry Assurance Plan, which should be submitted alongside the Applicant Information Return in the second stage of the process. The guidelines are largely contained in the Pro Forma, but have also been produced in a Word format for ease of use. Declaration that enables market participants, where the risks of attaching to the participants systems and processes are low, to certify its own readiness to participate in the market. Follows on from the AIR for the self-certification assurance route (small companies only), and should be submitted alongside the Security Return. Referred to as “Self-Certification” in CSD0001, but changed to include declaration to avoid confusion with the self-certification MEA route. Brief questionnaire aiming to provide additional assurance around the applicant’s approach to management of transactional interfaces with MOSL’s systems. Follows on from the AIR for the self-certification assurance route (small companies only), and should be submitted alongside the Self-Certification Declaration. 4 MEAP Pro Forma

MEA Documents released Business Solution Assessment MOSL Detailed MEA Test plan Systems Declaration Self-Assessment where applicants are required to undertake their own assurance to gain confidence they have the required capability to deliver their market obligations. More intensive requirements than the Self-Certification Declaration as the risks of attaching to the participants systems and processes are thought to be higher. Follows on from the AIR for the “enhanced” assurance route. MOSL test plan detailing how the Interface & Data Transaction Testing and Market Scenario Testing will be carried out. Applicants will need to use this to develop their corresponding detailed participant Market Entry Assurance Test Plan, which will identify the scope of testing that is applicable and document their approach. Precedes IDTT and MST for the “enhanced” assurance route. This document is still being finalised and will be published in due course. Declaration used to confirm successful internal testing of all market participant systems intended to be used for market operations. Follows on from completing IDTT and MST for the “enhanced” assurance route. 5
