Responsibilities for RTTT Assessments FL participation in International Assessments Interim Assessment Item Bank and Test Platform Item Development for “Hard-to-Measure” content areas 2

FL Participation in International Assessments TIMSS and PIRLS testing (grades 4 and 8) completed in Spring 2011; results in Spring 2013 PISA testing (for 15 year olds) in Fall 2012 (64 Florida high schools); results in Spring

4 Florida Interim Assessment Item Bank and Test Platform Competitive Procurement Will include tiered-level access to standards- based assessment items for –Language Arts and Math (based on the CCSS) –Science, Social Studies, and Spanish (based on Florida’s NGSSS) Will include a “test platform” that will assist users in test construction Will allow for both computer-based and paper / pencil tests

5 Florida Interim Assessment Item Bank and Test Platform Items will be written by contractor and by Florida educators Contractor will provide training for writers, reviewers, and users of the system System will include the ability for teachers and districts to create and administer items that are not shared statewide Items (with tiered access) that are available statewide will be reviewed and vetted

Primary Documentation – Florida’s RTTT Phase 2 Application 6 Page 88, Florida’s Phase 2 Application for RTTT to the US Dept of Education Using a competitive procurement process to provide LEAs and schools with interim assessment item banks/test platforms for K-8 mathematics, Algebra I, Geometry, and Algebra II; Grades K-12 English/Language Arts; Grades K-8 Science, Biology, Earth/Space Science, Physics, and Chemistry; Grades K-8 Social Studies, U.S. history, World History, U.S. Government, and Economics; and Spanish. Florida will contract out to develop these banks/test platforms and involve representative groups of educators and other citizens in the design and item development/review process. The technology-based system will include item/task banking, test builder, fixed form or adaptive test-delivery; and computer or paper-based functionality. This system will be available to state and regional Differentiated Accountability leaders to develop common interim assessments for use in struggling schools. LEAs may also employ this system in designing pre- and post-test measures for use in teacher evaluation systems as evidence of effectiveness. The interim assessment item banks will be available by , and the technology platform is planned for the school year.

District Developed Assessments for Hard-to-Measure Content Areas 11 Seven awards to four school districts for three-year grants Items developed will be saved as part of the FL Interim Assessment Item Bank and Test Platform Fiscal agent districts are recruiting educators from around the state to participate as item writers and item reviewers

12 Florida Statute – Passed as Part of Senate Bill 736 in Spring 2011 Section FS: (8) LOCAL ASSESSMENTS.— (a) Measurement of the learning gains of students in all subjects and grade levels other than subjects and grade levels required for the state student achievement testing program is the responsibility of the school districts. (b) Beginning with the school year, each school district shall administer for each course offered in the district a student assessment that measures mastery of the content, as described in the state-adopted course description, at the necessary level of rigor for the course. Such assessments may include: 1. Statewide assessments. 2. Other standardized assessments, including nationally recognized standardized assessments. 3. Industry certification examinations. 4. District-developed or district-selected end-of-course assessments. (c) The Commissioner of Education shall identify methods to assist and support districts in the development and acquisition of assessments required under this subsection. Methods may include developing item banks, facilitating the sharing of developed tests among school districts, acquiring assessments from state and national curriculum-area organizations, and providing technical assistance in best professional practices of test development based upon state-adopted curriculum standards, administration, and security.
