Common Operating Picture Information flow is too dynamic to only rely on printed maps Need an interactive map that is capable of incorporating multiple data streams with live updates Needs to be hosted somewhere were all response partners can view the information Process needs to exist to rapidly develop and deploy COPs for incidents

Hosting for Flexviewers Post-Deepwater Agency provide the EPA ER Community hosting space on servers at EPA’s National Computing Center Despite being for emergency response the rules for those servers were the same as for the more traditional services. Resulted in: ◦Unacceptable down time with no notice ◦No administrative control from the field ◦Access issues ◦Extremely high cost Regions gradually all left and procured hosting on their own September EPA established an IA with DOI for cloud hosting services which all allow us to centralize our ER infrastructure at Amazon. Full control, reliable service at market rates.

COP Template EPA curates a Flexviewer template which is shared between all 10 EPA Regions Each response starts with a viewer made from the template and then response specific data layers are added Consistent look and feel helps with responder training Custom widgets are developed by the Regions and shared Allows for rapid deployment GIS specialists are able to spend their time on dealing with site specific data, not setting up infrastructure
