AAMVA Official Use Only 3 What is NMVTIS? A system that allows the titling agency to instantly and reliably verify the title history, title brands, and title information on the paper title with the electronic data from the state that issued the title. Established by the Anti Car Theft Act of 1992 (Public Law ), the Anti-Car Theft Improvements Act of 1996 (Public Law ), and its implementing regulations (28 C.F.R. part 25).

AAMVA Official Use Only The Role of the American Association of Motor Vehicle Administrators (AAMVA) The Act authorizes the designation of a third-party operator of NMVTIS. Since 1992, AAMVA has acted in this capacity and operates the System today. AAMVA is a nonprofit, tax exempt, educational association representing U.S. and Canadian officials responsible for the administration and enforcement of motor vehicle laws. 4

AAMVA Official Use Only 5 What is the Purpose of NMVTIS? NMVTIS was created to: Provide consumers protection from unsafe vehicles; Protect states and consumers (individual and commercial) from fraud; Prevent the introduction or reintroduction of stolen motor vehicles into interstate commerce; Reduce the use of stolen vehicles for illicit purposes including funding of criminal enterprises.

AAMVA Official Use Only The Role of the U.S. Department of Justice (DOJ) Within DOJ, the Bureau of Justice Assistance (BJA) is responsible for overseeing both policy and enforcement elements of the program: BJA coordinates enforcement activities with the Federal Bureau of Investigation, the National Highway Traffic Safety Administration (NHTSA), and state and local law enforcement agencies; BJA works in partnership with the system operator, the American Association of Motor Vehicle Administrators (AAMVA); Coordinates and maintains tools for LE access to NMVTIS. 7

AAMVA Official Use Only The Role of States State titling agencies must perform title verifications, report data and pay user fees to NMVTIS. Each state is required to perform an instant title verification check before issuing a certificate of title for a vehicle that an individual or entity is bringing into the state. States are also required to make selected titling information that they maintain available for use in NMVTIS. States shall provide information on new titles and any updated title information to NMVTIS at least once every 24 hours. Each state is charged annual NMVTIS user fees The date for full compliance by states is January 1,

AAMVA partnered with the private sector to provide multiple reporting methods to meet the business needs of reporting entities. Currently, there are four reporting methods or services available, offering individual VIN and batch reporting options: AAMVA Single VIN Reporting Service AUDATEX AUTO DATA DIRECT, INC. INSURANCE SERVICES OFFICE (ISO) The Role of Consolidators, Salvage Junkers and Insurance Carriers 9

AAMVA Official Use Only The Role of Consumers NMVTIS information is available to consumers (individual and commercial) in a NMVTIS Vehicle History Report. A NMVTIS Vehicle History Report is intended to only provide data on five key indicators associated with preventing auto fraud and theft. Prior to purchasing a used vehicle, consumers can search NMVTIS to find information on these five key indicators: 1. Current state of title and last title date 2. Brand history 3. Odometer reading 4. Total loss history 5. Salvage history 10

AAMVA Official Use Only The Role of Law Enforcement Law enforcement uses NMVTIS to combat fraud and criminal activities. The LE Access tool is maintain by DOJ. 11

AAMVA Official Use Only Vehicle Make Codes Best Practice: All jurisdictions should use the NCIC vehicle data codes to ensure the accuracy and consistency of data transmitted to NMVTIS. Benefit: Increase accuracy and consistency of reported data. Proper and consistent identification of the vehicle elements to improve evaluation, research and comparison of data. Governmental entities such as law enforcement, NHTSA, FHWA and jurisdictions rely on this information to perform various tasks. Consistency reduce errors, improve efficiency and promote clear, consistent and precise data. 15

AAMVA Official Use Only Summary Error and Warning (SEW) Report Best Practice: All jurisdictions are encouraged to standardize the process of resolving the error and warning messages by utilizing the resolutions outlined in the NMVTIS State Procedures Manual located at Practices/ Practices/ Benefit: Integrity of the vehicle information Ability to assist and address consumer in a timely manner 16

AAMVA Official Use Only Surrendered Titles for NMVTIS exempt vehicles Best Practice: Jurisdictions should notify the surrendered title jurisdiction when a change of state title “CSOT” has been performed. Monthly notification to all jurisdictions is recommended with batch and online jurisdictions to receive listing of exempt NMVTIS vehicles only. Benefit: Jurisdictions may utilize notification to maintain accurate record of title status Reduce the issuance of unnecessary duplicate titles and potential title fraud activity 17

AAMVA Official Use Only Unclaimed Titles Best Practice: When issuing a duplicate title due to an unclaimed title from the United States Postal Services, Jurisdictions should change the title issue date and/or title number at time of issuance. Benefit: No changes will be required for jurisdictions who update the title issue date and/or title number when a duplicate title is issued. Jurisdiction will be able to determine if the surrendered title is the original or the duplicate title and proceed accordingly. : 18

AAMVA Official Use Only Undercover Law Enforcement Vehicles Best Practice: Due to consumers having access to NMVTIS, jurisdictions should evaluated and determining if or when law enforcement vehicle information is submitted to NMVTIS. Benefit : Evaluation prior to information sharing may help prevent possible exposure of undercover operations. 19

AAMVA Official Use Only VIN Corrections Best Practice: When a VIN error is discovered, the jurisdiction’s records and NMVTIS must be corrected. It is necessary to correct the record of the vehicle with the incorrect VIN to ensure that NMVTIS accurately reflects the history of the vehicle. Also, if there is another vehicle correctly titled with the first vehicle’s incorrect VIN, it should be verified for accuracy. Benefit: As each vehicle is titled and transferred, the accuracy of the VIN ensures the history of the vehicle is maintained. Manufacturer recall information, warranties, jurisdictional inspections, and repair tracking can be hampered if VINs are not accurate. An accurate VIN is important to maintain title brand information for consumer protection and to prevent the VIN and/or the vehicle from being used in criminal activities. 20

AAMVA Official Use Only VIN Decoder Best Practice: Jurisdictions should use VIN Decoder technology to ensure the accuracy of motor vehicle data. A VIN Decoder reduces vehicle record errors and will lead to increased efficiency for the jurisdictions. Benefit: Aid in preventing the erroneous processing and reporting of motor vehicle data. Automatically populate vehicle elements in the MVA’s system to reduce keystrokes and errors and improve efficiency of personnel. 21
