PMJDY, launched on 28.08.2014, has provided a desirable and suitable mechanism to go beyond the matrix of income deprivation and address the issue of capability deprivation.

Steps Taken MANAB UNNAYAN SAMIKSHA Resource Planning Meetings Survey conducted by District Administration to measure no of Rural/Urban Households without access to banking: House to House Survey was done by AWCs , CSPs , SHG Members etc; No. of EBs engaged : 7890 No. of Enumerators : 2416 No. of Supervisors : 529 Resource Planning Meetings with Bankers No of meetings held since August 2014 : DCC & DLRC – 09 Meetings Standing Committee - 09 Meeting s District Magistrate’s Meeting with District Co-ordinator of all Banks & Lead District Manager – 17 Meetings Public Awareness Camps / Efforts Government infrastructure like schools, community centers, panchayat premises, town halls, Block Development Offices, used for awareness programs & enrollment activities; public announcements, brochures, leaflets, posters, wall paintings, hoardings used, bulk SMS sent Data Sharing Data disseminated to all Banks through Lead District Manager & followed up with individual Bank branches by BDO; Village-wise targets given to Banks Training & Financial Literacy Workshops conducted at RSETTI for AWCs, CSPs, SHGs, officials of District Administration, Panchayat members & villagers; Financial Literacy Camps conducted at RSETTI Nadia Awas Diwas On each weekly Tuesday, camps conducted for aggregating and formalizing inclusion process for Indira Awas Yojana, wherein BME was simultaneously done Rojgar Diwas Each 2nd Tuesday, job seekers for MGNREGA gathered and enrolled along with Bio Metric Enrollment and also utilized for opening PMJDY accounts in Camp mode Shikhashree 100% beneficiaries of pre/post-matric scholarships for BCDW & minorities, have been paid through Aadhar linked PMJDY accounts Sustained engagement of the administration in mapping at least one person per household and upgrading the coverage to include the other members of the household for disseminating other social welfare schemes is being continued in most holistic manner, which can be observed from the data of new accounts opened and Aadhaar capturing beyond 2nd Phase

Early achievement of 100% Bio Metric Enumeration was a big challenge However, the operational & commercial impact of delivery of Aadhaar based safety net programs was a bigger motivation For enabling DBT & payment of various Central/State welfare schemes through PMJDY account, enrollment of Aadhaar was topmost priority – both activities were monitored with equal thrust The District Baseline Target for Bio Metric Enumeration (BME) at commencement : 46,98,962 Timeline Jan’15 Apr’15 Oct’15 15.02.2016 Bio Metric Enumeration Completed 34,32,213 35,50,364 42,43,388 46,15,790 %age completed 73.04% 75.56% 90.30% 98.23% Why the Aadhaar Agenda:   Bringing a higher excluded population to the banking system With increasing visibility of banks progressively reducing dependence on moneylenders Aadhar designed to be made a single element of identity and authentication for all government schemes and processes Eliminate fake, duplicate identities in the government’s incentives programme for BPL families in the district Opportunities expanded – Aadhaar based government/private service access

Pradhan Mantri Jan Dhan Yojana Opening of Bank Accounts in Camp Mode under PMJDY for IAY Beneficiaries Nadia, West Bengal Camp under PMJDY at Krishnaganj Block for IAY Beneficiaries at Krishnaganj Block during 2015-16 Camp under PMJDY at Krishnaganj Block for IAY Beneficiaries at Nabadwip Block during 2014-15 Camp under PMJDY at Krishnaganj Block for IAY Beneficiaries at Krishnagar-I Block during 2015-16 Account access alone does not create financial inclusion, which requires regular use of accounts. The five largest welfare & poverty alleviation schemes of the country (employment guarantee through MNREGA, the NSAP social safety net, scholarships for the poor, the PDS food security programme and the fertilizer subsidy) is about Rs.2,900 billion ($48.3 billion). In the future, all these could be routed through the PMJDY accounts, thus driving some form of basic activity, and growing trust in the accounts. In this direction, the focus has been on mapping a single PMJDY account for multiple activities, welfare scheme targeted to a single household/beneficiary

Special Initiative for Aadhaar enable payment including PMJDY Special camps were arranged at Block and GP H/Q for collection of Aadhaar documents, Job Card and bank accounts. Volunteers engaged for collection of documents for reach Gram Sansad (Gram Sabha) The initiative name as Parisheba Saptaha (Public service week) from 28.01.2016 to 03.02.2016. After collection of documents issued Aadhaar, Bank Account and Job Cards, entry into the MGNREGA Site. Tagging of bank accounts with Aadhaar numbers. 56% payment under Aadhaar seeded bank account.

PMJDY intervention for NSAP Beneficiaries Krishnagar, Nadia

PMJDY intervention for NSAP Beneficiaries National Social Assistance Programme (NSAP) is the Social Pension Schemes namely IGNOAPS, IGNWPS & IGNPPS. Beneficiaries belonging to BPL families fulfilling the specific criteria get pension on monthly basis by that scheme. Before launching of PMJDY, most of the beneficiaries get their pension through post office accounts. They faced many difficulties during withdrawal of their Pension due to infrastructure at Post Offices. After launching of PMJDY, Nadia District Administration decided to take a special drive to convert all Post Office account into Bank account.

PMJDY intervention for NSAP Beneficiaries Meeting with Bank officials at District, Sub-Division and Block level organised to direct all bank to co-operate for this matter. Special Account opening camps organised at Gram Panchayat and Block level. Wide Campaigning arranged to inform beneficiaries to be present at the Camps. After continuous intervention from district level officials under the leadership of District Magistrate, Nadia; most of the beneficiaries now have bank account on his/her own assuming that all NSAP beneficiaries will have Bank Account under PMJDY within next year. Thus, Nadia District Administration made the PMJDY scheme a grand success mixing it with the National Social Assistance Scheme.

IMPROVEMENT SUGGESTED Role of Cutting Edge Technology to make Pradhan Mantri Jan Dhan Yojana a success: The Bio-Metric Ecosystem is unique for each individual and has been captured while Aadhaar enrolment has been done While the Aadhaar data is available in server within 1-2 months of enumeration, the Card gets physically delivered with significant delay, restricting the Aadhaar linkage of PMJDY account and use of the Aadhaar Card No. for linkage with welfare schemes Banks may be allowed to obtain the finger-prints of the PMJDY account holders and fetch the same from the server hosting the data and in case of a match, the Aadhaar Card details will get embedded in the account This shall enable monitoring the targeted welfare credits directed at a single household/beneficiary over a timeline and measure and study the improvement in socio-economic parameters
