HOK Canada, The Key Issues The study must provide a realistic assessment of development opportunities in order to attract innovative financing and development approaches to achieve City’s objectives. Our approach is required by the private sector in order to obtain private sector participation.

As such, conceptual designs must be prepared showing interrelationships between existing and proposed structures. This concept is fundamental for success!

We have recognized in our proposal that we are dealing with a government entity and your financial constraints. Our senior staff Team could be substituted with more junior practitioners. We do not think that substituting for senior expertise is in the best interest of the City of Moncton.

Architecture 2000 Inc. HOK Canada, Discussion of Study Costs The Residual Land Value Analysis in Phase III can be scaled back but would likely not meet the requirements of the financial community. We could rely on secondary data sources in a much greater fashion, but with less credibility. The optional Community/Business Consultation work program can be internalized. We have already provided the methodology. Perhaps the City Staff could carry it out. However, Objectivity and Independence would be compromised, and City staff have existing responsibilities.
