7 FD contains procedures … EU WVTA … … re safety and fuel economy tests … a list of seperate legislation that lays down the technical requirements for vehicles (but also for caravans and motor caravans) … is THE system allowing a vehicle design to be "type approved" for sale, registration and entry into service across all member states in the EU without the need for further testing in each country The Framework Directive: 2007/46/EC Refers to more than 60 single Directives/Regulations

The Framework Directive: 2007/46/EC Definition: Motor caravans (and caravans) are special purpose vehicles Motor Caravan : A “special purpose” M category vehicle constructed to include living accommodation which contains at least the following equipment:  seats and table,  sleeping accommodation which may be converted from the seats,  cooking facilities and  storage facilities. This equipment shall be rigidly fixed to the living compartment; however, the table may be designed to be easily removable. 8

9 Special Purpose … Motor caravans are so „special“ that they have their own category within EC WVTA: Like ambulances and hearses motor caravans are considered as so- called „special purpose vehicles“ (SPV) The Framework Directive: 2007/46/EC Annex XI: Exemptions from vehicle Directives for motor caravans Benefits of SPV … … Exemptions to usual passenger car provisions are permitted where special purposes make it impossible to fully comply, such as … - Emissions - Crash criteria - Seats, head restraints

10  Consider the design and construction of your vehicle to ensure that all relevant components comply with the technical requirements, as listed in the Directives  Make an application for type approval at one member states approval authority, requiring CoP and compliance with the safety and environment standards  Once Type Approval has been awarded, the manufacturer will then be able to issue a Certificate of Conformity (CoC) for each vehicle produced of that type. Habitation Standards Elaborated by CEN – The European Committee for Standardisation  RV standards are made by CEN  Standardisation is based on the national standards bodies which are the main focal point for all national stakeholders  CEN has 33 Members of which the main producers of RVs are the key players: France, UK, Germany, Slovenia  Standards are written by CEN with a strong input from the national mirror committees  Many stakeholders involved (Consumers, test institutes, commerce, industry etc.)  Revisions are done every 5 years CEN Members 19
