This is a portion of the facility showing the company logo. Cobalt carbonate is a byproduct of the refining process that takes place on site. The byproduct is a powder that is held in large shipping bags outdoors on the eastern side of the facility. 2

Here is another view of the cobalt carbonate storage area. This is Reagent Area 3. There are tanks of sulfuric acid, sodium hydroxide and hydrochloric acid stored inside an open air concrete containment box. The tanks are somewhat rusty. Sulfuric acid Sodium hydroxide 3

Hydrochloric acid tank This is the eastern edge of the property. There is some erosion along the fence line. 4

The eroded channel is the result of high speed water flow that has concentrated at this location. Upstream of this area are several acres of paved work areas. Several of the facility outfalls are discharge to a ditch that runs along the rail road line north of the facility. 5

This is the oil storage area. Used oil is placed in drums for disposal. The tanks are filled on the tarp covered area. The tarps are held in place by rail road ties. The tarps do not have a dewatering mechanism. They are leaking onto a paved area. 6

This is Reagent area # 2. Used oil is stored in this area which is under cover. 7

Old metal 5-gallon pails are crushed and recycled. Notice the area is not bermed off and the worker is wearing spill resistant clothing. The pails are placed in a roll off container for disposal. 8

These drums are on pallets for loading and disposal. The drums hold a acid recovered solution from the manufacturing process. The area is not bermed off and drains toward a stormwater inlet. 9

There are chemicals for the water treatment system here as well. They are on spill grates but are unprotected by a bermed enclosure. This view is from the railroad tracks to the north of the facility. The plastic drums are in the middle distant portion of the picture. Note the stormwater outfall in the lower middle portion of the picture. 10

This is the rail line looking east. Drainage from the facility enters this ditch at numerous points and flows toward the viewer. Behind the viewer approximately 400 yards to the west is Indian Creek. This tank holds gallons of 93% sulfuric acid. The containment berm is made of concrete. From here any spill could travel downhill fifty yards and enter a stormwater inlet. 11
