Ministry of Finance Former Institutional Structure 3 The External and Domestic debts were managed by different departments: PUBLIC DEBT DEPUTY SECRETARIAT DOMESTIC DEBT EXTERNAL DEBT The decision to rearrange the institutional framework was based on the international experience of DMOs and aims at redistributing responsibilities in line with the following functions: Accounting, Statistics and Budgetary Programming Risk Management, Middle and Long-term Strategic Planning and Investors Relations Securities Issuances Short-term Operations F O R M E R I N S T I T U T I O N A L S T R U C T U R E

Ministry of Finance Current Institutional Structure 4 BACK-OFFICE Registering, controlling, payment and monitoring domestic and external debt budget. Deputy Secretariat III – Public Debt Department FRONT-OFFICE MIDDLE-OFFICE Development of medium and long term strategies, risk management, monitoring macroeconomic aspects and domestic and external investor relations. Development of short term strategies, related to securities issuances in the domestic and external markets. Domestic market auctions and external issuances. Ministry of Finance FRONT-OFFICE 5 Market and Analysis, Monitoring and FX currency purchase operations; Auctions´ demand prospecting ; Yield Curve design; Bond´s Pricing. Internal and External short-term issuance planning; New products development; Monitoring the implemented strategies; FX flow analysis. Traditional, REPO, exchange and repurchase auctions; Weekly and monthly reports, including Central Bank and National Treasury Report on Public Debt; Structured Operations. External issuance strategy elaboration- to be submitted and approved by the Committee; Pricing of external operations and liability management; Active management of External Debt operations.

Ministry of Finance FRONT-OFFICE Cost is a consideration 6 The External Debt Advisor and his staff interact continuously with the Front-Office, using the Operations and Strategy areas, aiming at maximizing the implementation of the guidelines presented in the Annual Borrowing Plan. Ministry of Finance MIDDLE-OFFICE 7 Accomplish economic and financial research; Participate on the middle and long term financing strategy; Monitor, analyze and forecast domestic and external scenarios. Maintain and improve relationship with investors and opinion makers; Broaden the investors Base; Provide internal and external investors with accurate information and data, aiming at increasing the transparency of the National Treasury´s actions; Assist Rating Agencies. Develop studies on public debt management; Monitor peer countries risk developments; R&D to other areas in the DMO. Monitor risk exposure indicators of all Asset and Liabilities; Identify and propose the optimal structure of asset and liabilities; Elaborate middle and long term strategy.

Ministry of Finance BACK-OFFICE 8 Execute issuance and canceling as well as bonds repurchase; Interface with clearing houses; Monitor and execute government incentives programs. Elaborate monthly programming of financial flows; Update accountancy registers; Monitor budget and financial execution; Public debt payments execution. Monitor financial payments of Federal Government guaranteed obligations; Elaborate public debt budget; Control and monitor the external debt; Manage system for external debt control Manage the financial control of the debt; Establish debt measurement methodology ; Elaborate the debt budgetary plan; Manage the external debt control system.

Ministry of Finance Institutional Advances I N S T TI TU TI TO N A L A D VA N C E S 9 In 1992, the National Treasury started to issue federal public bonds in regular auctions; In 2000, the Fiscal Responsibility Law was approved, establishing that, from 2002 on, the Central Bank could no longer issue bonds in the primary market; In 2000, the new public debt management model was implemented based on the DMO structure, setting the National Treasury in line with international best practices; In 2000, the first Annual Borrowing Plan was released, aiming at improving the transparency regarding the public debt financing strategy; In 2003, in an OECD and World Bank event, international specialists conclude that the current public debt risk management model is among the most modern and sophisticated across DMOs; In 2003, the Front-Office was equipped with new telephone recording devices. In the beginning of 2005, it was expanded to accommodate the external debt operations; In 2003, the creation of the Domestic Debt Committee, with monthly tactical meetings. These include the participation of the National Treasury Deputy Secretary and the Heads of back, middle and front offices; In 2004, the National Treasury and the Central Bank signed up a transition agreement, in which from 2005 on, the National Treasury would be entirely responsible for the external debt bonds issuance;

Ministry of Finance Institutional Advances I N S T TI TU TI TO N A L A D VA N C E S 10 In 2004, the National Treasury released the first Public Debt Annual report, aiming at analyzing the evolution of the public debt management, as well as the policies implemented in accordance with the guidelines and parameters previously published in the Annual Borrowing Plan; In 2004, it was created the Compliance Area, directly subordinated to the National Treasury Secretary; In 2005, the creation of the External Debt Committee, with weekly tactical meetings and the participation of the Deputy Secretary, the Heads of back, middle, front offices and the External Debt Advisor.

Ministry of Finance DMO Technical Staff Cost is a consideration D M O T E C H N I C A L S T A F F 11 The public debt management staff consists of 94 analysts, with the following qualification: MBA: 16 MSc: 28 PhD: 4 The Treasury provides broad opportunities for specialized training, covering front, middle and back-office needs.

Ministry of Finance Unified Public Debt Management Cost is a consideration U N I F I E D P U B L I C D E B T M A N A G E M E N T 12 Public Debt Management consolidation under the National Treasury responsibility With the Fiscal Responsibility Law, the Central Bank conducts monetary policy with bonds issued by the National Treasury. The primary goal is to assure the separation between fiscal and monetary policy functions. Consolidation of National Treasury multilateral borrowings Structural Benefits Unified strategy for domestic and external debts; Improvement in government portfolio management (asset and liabilities management); Reduction in debt service costs.
