NSAP PENSIONER SCROLL 3

WHAT IS PENSIONER SCROLL?  PFMS, formerly known as CPSMS is being used now.  The other states using PFMS have seen reduction in number of beneficiaries intune of 20%, eliminating dead beneficiaries and duplicate entries.  Pensioner Scroll is a printable / downloadable list of beneficiaries along with other relevant details sufficient for banks / financial institutions to disburse money. 4

PRIASOFT: ISSUES AND CHALLENGES  We have be able to successfully close all year book.  Deadline had to be extended three time.  Main issue raised was of cash books not being up-to-date  Focus: Real time entry. 8

PLANPLUS 1.Criterias are 1.Percentage of panchayats uploading plan of at-least one scheme: 8 marks 1.2 marks of ZP, 2 marks for AP and 4 marks for GP 2.Percentage of districts completing atleast 75% for atleast one scheme: 2 marks 3.Preparation of IDP for at least two districts: 2 marks 2.Our position 1.0 nos of plan for has been uploaded till date 3.What do we need to do 1.Focus on small schemes like DDP, 14 th Finance Commission Grant. 2.Plan has to uploaded by 15 th June 2015 with or without DPC approval. 9

NATIONAL PANCHAYAT PORTAL 1.Criterias: 1.Percentage of panchayat that have updated content in last two quarters. 2.Percentage of panchayats whose website has been visited by atleast 100 visitors 2.Position 1.Reports has been removed from NPP and moved out to the ePanchayat Puraskar’s MIS 3.Focus: 1.17 Nos of Gaon Panchayats selected under Saansad Adarsh Gram Yojana (SAGY) should do regular updates. List of GPs in next slides. 2.4 nos of VDC/VCDC selected under SAGY should create new state of art websites 3.Regular data uploading for all GP/AP/ZP NPP sites is mandatory 10

LOCAL GOVERNMENT DIRECTORY 1.Criteria 1.Percentage of villages mapped to Gaon Panchayats. 2.Our position 1.GP to Census Village is 98.39%. 3.What do we need to do? 1.All mapping of census village to Gaon Panchayats should complete by 20 th May All mapping of census villages to VCDC in BTAD should complete by 20 th May Karbi Anglong and Dima Hasao, will be discussed separately. 4.Wards should be created for all GPs, then APs, and then ZPs. 13

AREA PROFILER 1.Criteria: 1.Percentage of PRIs whose information has been uploaded 2.Percentage of panchayat the have entered Local Govt. Profile 3.Percentage of Panchayat Functionaries whose information has been uploaded. 4.Percentage of Panchayats that have entered standing committee details (minimum 4 committees at each panchayat) 2.Focus 1.Data entry for all four mentioned categories should be done immediately, through ACOs. 2.Deadline will be communicated via later. 14

ACTION SOFT 1.Criteria: 1.Percentage of panchayats which have monitored progress of atleast 50% work 2.Percentage of panchayats which have reported progress using m- ActionSoft 2.Focus 1.Coverage of all panchayats. 2.Increase the number of works covered. 15

NATIONAL ASSET DIRECTORY 1.Criteria: 1.Percentage of Panchayats which have entered at least 10 immovable assets 2.Focus: 1.Coverage of maximum number of panchayats. 2.Enter minimum 10 assets per GP and AP, then we will move to Mobile Based NAD, details are being finalised 16

SOCIAL AUDIT AND MEETING MANAGEMENT 1.Criteria: 1.Percentage of Panchayats that have completed at least one Social Audit 2.Percentage of Panchayats that have complete meeting details of at least four meetings. 2.Focus: 1.As the reports of Social Audit has been published by SIRD and sent to respective Deputy Commissioners, please get the same from you DC offices, and enable ACOs to upload immediately. 2.Deadline: 15 th June

E-DIRECTORY PROFILES OF PRIS 18

A STATUS REPORT  e-Directory Profile is a project that captures details about the elected PRI members in a very simple format.  The data captured through very simple forms and displayed using modern Metro UI  10 districts were covered in the first phase. Details in next slide  Rest 11 districts will be covered in the next phase.  eDirectory Profile of 10 districts will be inaugurated by Hon’ble Chief Minister on 23 rd May 2014, in the function for celebration of 4 years of completion of the present government.  All data should be authenticated before that by concerned district. 19

ISSUES 21

POINTS TO BE NOTED  UC’s of GP Buildings not yet submitted by:- Barpeta, Dhubri, Dibrugarh, Kamrup Rural, Karimganj, Nagaon and Nalbari.  All technical issues to be directly communicated to PES help desk or Mantis  DPMs and ADPMs are the custodians of all data uploaded in PES applications pertaining to their district and are liable for questioning.  A few DPMUs have lately turned into a non-responsive unit. Phone calls have to be made to reply to s  Other works given priority, whereas revenue to run PMUs comes from RGPSA  / Telephone / Social etiquettes are taking a dip. This won’t be tolerated. 22
