7 Update on Negotiations  All States have successfully negotiated performance levels with DOL  Figures are in place for the first 3 program years  9 of the measures including customer satisfaction were within 5 points for the projected national averages  A consistent framework has been established for developing baselines for state and local performance  State PY 2000 numbers are on USWORKFORCE.ORG
