Test security involves accounting for all secure materials and confidential student information before, during, and after each test administration Maintaining the confidentiality of the TELPAS program involves protecting the contents of all online assessments and student performance documentation All testing personnel must have appropriate training before handling secure test materials Non-certified personnel must be under the supervision of certified personnel 2016 TELPAS ONLINE READING CAMPUS TRAINING 4

As testing personnel first access the secure online administrative features of PEARSONACCESS Next, they must read and accept a statement of confidentiality All tests must be administered in strict accordance with the instructions contained in the Test Administration materials No person may view duplicate, print, record, write notes about, discuss or capture (electronically or by any other means) any portion of a secure assessment instrument (paper or online) or student responses without prior approval from TEA Only students may respond to test questions 2016 TELPAS ONLINE READING CAMPUS TRAINING 5

Before handling secure test materials, all testing personnel who meet the requirements to participate in statewide testing must sign the appropriate security oath affirming that they understand their obligations concerning the security and confidentiality of the TELPAS program each Any person who has more than one testing role (e.g., a TELPAS Rater who also serves as a Reading Test Administrator) must receive appropriate training and sign a security oath for each role after before The oath for Test Administrators must be read and completed after training and before handling or viewing any secure test materials or confidential information 2016 TELPAS ONLINE READING CAMPUS TRAINING 6

Testing Irregularities result when the required rules and procedures for test administrations are not followed correctly Irregularities can result in a student’s test NOT being scored AND, depending upon the degree of seriousness, can result in sanctions/revocation of an educator’s certification Release or disclosure of confidential test content could result in criminal prosecution 2016 TELPAS ONLINE READING CAMPUS TRAINING 7

TO PREVENT TESTING IRREGULARITIES, DO NOT: Z Administer the test without reading verbatim all directions from the Test Administrator manual Assist students with responses, tamper with, discuss, or capture electronically responses Misplace secure test materials Leave a room unattended when students or secure materials are present or when secure online tests are open and visible Provide a student with the incorrect student authorization (this results in a student taking another student’s test) Fail to collect cell phones or other electronic devices prior to testing Allow students to use electronic dictionaries or other reference materials during testing 2016 TELPAS ONLINE READING CAMPUS TRAINING 8

STUDENTS AND TEST ADMINISTRATORS MUST VIEW THE TUTORIAL BEFORE THE READING TEST IS ADMINISTERED TELPAS TUTORIALS AND INSTRUCTIONS AVAILABLE AT COMING SOON Helps students become familiar with the TELPAS reading browser-based testing interface, the tools available, and the types of test item formats (i.e., stand alone items, cloze passages, and reading passages with multiple pages) TELPAS READING RELEASED TESTS ARE ALSO AVAILABLE AT Tutorial Administration Directions must be reviewed and printed BEFORE students begin the tutorial, or must be viewed and read from a separate computer 2016 TELPAS ONLINE READING CAMPUS TRAINING 10

Grades 2-5 have the SAME test administration directions (pp ) Grades 6-12 have the SAME test administration directions (pp ) Directions are designed in a way to help the ELL students understand what they are supposed to do, and encourage them to do their best, even if they are not sure of an answer Test Administrators are allowed to rephrase, simplify, and translate test DIRECTIONS to help the students understand what they are supposed to do - These options only apply to DIRECTIONS, never test content 2016 TELPAS ONLINE READING CAMPUS TRAINING 11

TELPAS Reading tests are administered online in 6 different grade clusters. Students must take the test that matches their enrolled grade level The six grade clusters are: Grade 2 Grade 3 Grades 4–5 Grades 6–7 Grades 8–9 Grades 10–12 Test Sessions are created based on the grade cluster; then students are assigned to a test session Administered in the TestNav 8 format Accessed from the Texas Online Assessment Management System (PearsonAccess Next) 2016 TELPAS ONLINE READING CAMPUS TRAINING 12

TO CREATE/EDIT A SESSION: SessionsSELECT TASKSCREATE/EDIT TEST SESSIONSSTART From Testing> Sessions > Click SELECT TASKS drop-down and select CREATE/EDIT TEST SESSIONS. CLICK START Create Session Click Create Session>Name the session, Select your campus, Select Test, Select the form group type, enter start date, time and location of the session. SECURE Student Test Tickets are SECURE documents Each student must have a student authorization in order to log in to a test. Student Test Tickets contain the Web address to access TestNav and a unique user name and test code needed to log in If a student is removed and added to a different session, a new ticket must be printed for the new session Print tickets before the test administration, store them securely until needed on testing day, and return them to the Campus Coordinator when the session is complete Do NOT shred student authorizations during testing in the event the student must resume testing and login to TestNav To print student authorizations: Testing > Student in Sessions > Click Session Name Open the Download Resources menu >select Student Test Tickets Tickets can be printed in.pdf in 4 different formats – Detail view, 4 per-sheet view, grid view, or list view 2016 TELPAS ONLINE READING CAMPUS TRAINING 17

Environment Test Administrator to Student ratio must not exceed 1:30 “Testing Do Not Disturb” sign must be posted Examinees must be monitored at all times No instructional materials that would assist examinees are allowed Students must not see other student’s monitors Take steps to minimize monitor glare Students are not allowed to talk during testing 2016 TELPAS ONLINE READING CAMPUS TRAINING 18

Procedures: NOT o TELPAS Reading is NOT a timed test o Seating Charts must be created for each session NOT Examinees are NOT allowed reference materials NOT Examinees are NOT permitted Internet access during testing Scratch paper is allowed, but must be collected and given to your Coordinator once the session is complete Submitted Before a student who has finished testing leaves the room, the Test Administrator must ensure that the student’s test is in “Submitted” status 2016 TELPAS ONLINE READING CAMPUS TRAINING 19

NOT During testing, the Test Administrator is NOT permitted to answer students’ questions about test content Test Administrators must respond, “I can’t answer that for you; just do the best you can.” NOT Testing personnel must NOT: translate test questions or reading selections into another language rephrase or add information to test questions or reading selections provide reading assistance to students discuss test content with anyone before, during, or after testing score test questions or discuss with students how they performed 2016 TELPAS ONLINE READING CAMPUS TRAINING 20

Students are allowed to take breaks in the testing room during a test session. Test Administrators should be attuned to students’ need for breaks and determine whether breaks are necessary. Breaks are encouraged to avoid fatigue. Testing staff may adjust student workstations or turn off monitors during breaks At grades 6 or higher, allow only one student at a time to take a restroom break At grades 2–5, the entire class may take a restroom break If taking restroom breaks with younger students, students must remain together and be closely monitored by a trained Test Administrator to ensure the contents of the test are not discussed At least one Test Administrator in the testing room needs to be well-trained on how to exit and resume online tests when giving breaks 2016 TELPAS ONLINE READING CAMPUS TRAINING 21

If testing continues into the normal lunch period, students should be allowed to break for lunch NOT Students should exit their test prior to the lunch break. Students must NOT click the Final Submit button at this time If a student prematurely submits their test, contact your Campus Coordinator During lunch the students must remain together and be monitored by trained testing personnel to ensure that the contents of the test are not discussed 2016 TELPAS ONLINE READING CAMPUS TRAINING 22

A test session must be started before any students can log in to TestNav and begin the test TestingStudents in Sessions Session Name Start To start a session: Testing > Students in Sessions, add test sessions to Sessions list on left of page > Click Session Name > Review details of the test session > Click Start button If students are absent, move them to another session Grades 2-5 – you must assist students in logging in and starting the test Grades 6-12 – assistance with logging in is not required, but allowed if necessary 2016 TELPAS ONLINE READING CAMPUS TRAINING 23

students in session After a test session is started and students log in, you can monitor the status of all students in the session via the students in session screen To monitor a test session, complete the following steps: TestingStudents in SessionsSession From Testing> Students in Sessions, add test sessions> Click a Session to select it from list> the student Test Status column indicates students’ real-time test statuses 2016 TELPAS ONLINE READING CAMPUS TRAINING 24

Use for Absent (during the entire window, Other, or Exempt

When a student takes a break or stops for lunch, the test must be exited Exiting TestNav does NOT send students’ tests for scoring DO NOT ALLOW STUDENTS TO CLICK FINAL SUBMIT To exit the test: Click the user drop-down menu in the upper right corner of screen next to student’s name SIGN OUT OF TESTNAVSAVE AND RETURN LATER Select “SIGN OUT OF TESTNAV”> click the SAVE AND RETURN LATER 2016 TELPAS ONLINE READING CAMPUS TRAINING 26

If a student exits TestNav (on purpose or accidently) before completing a test, the student’s test must be resumed by the Test Administrator. The system will automatically choose the appropriate method to resume a student’s test To resume a student’s test, verify that the browser is closed for each affected student and then complete the following steps: Students in Sessions You cannot resume a student who has a “Ready,” “Resumed,” “Resumed-Upload,” or “Marked Complete” status Return to the Students in Sessions screen and select the checkbox next to that student’s name. You cannot resume a student who has a “Ready,” “Resumed,” “Resumed-Upload,” or “Marked Complete” status “Resumed” “Resumed-Upload” “Active” Click on the arrow next to the student’s status and select the Resume button to resume all students you checked. The student’s status changes to “Resumed” (if the student was in “Exited” status) or “Resumed-Upload” (if the student was in “Active” status) Relaunch the student’s browser. Enter TestNav web address in address bar > press Enter. The student will login using the same username and test code from the original student Test Ticket if the student is in the same test session The test has now been resumed and will begin on the last or second-to-last question the student responded to before exiting the test. The student can now continue with the test “Active” The student’s status changes to “Active” after logging in to TestNav 2016 TELPAS ONLINE READING CAMPUS TRAINING 27

There is no need to indicate that the Reading test must be “scored”. When the student selects the Final Submit button, the test will automatically be scored Complete If student doesn’t take or complete the test, the test must be marked as “Complete” and testing personnel must indicate why the Reading Test will NOT be scored Do Not Score Select a “Do Not Score” option A A = Absent – student was absent throughout the testing window X X = ARD Decision – student will not participate in the Reading test based on student’s disability O O = Other Student Not to Be Score – student experiences a testing irregularity or illness during testing Do Not Score Your Campus Coordinator will tell you if you are permitted to enter “Do Not Score” information 2016 TELPAS ONLINE READING CAMPUS TRAINING 29

Final Submit A student’s test should only be marked complete in a “Do Not Score” situation OR if the student forgot to select the Final Submit button and simply exited out of the test NOTE: The student cannot take the test if the student’s test is marked complete. If you mistakenly mark a student’s test complete, contact your Campus Coordinator Do NOT Mark Test Complete Do NOT Mark Test Complete if student: Is absent and will be rescheduled to test Accidently logs in as another student (call Pearson for assistance) Mark Test Complete Some user roles do not have access to the Mark Test Complete button. If you do not have access to this function, contact your Campus Coordinator for assistance 2016 TELPAS ONLINE READING CAMPUS TRAINING 30

If your Campus Coordinator directs you to mark a student’s test as complete, complete the following steps: Return to the Session Details screen and select the checkbox next to the student’s name Mark Test Complete Click the Mark Test Complete button to go to the Mark Test Complete screen. “Do Not Score” Enter the “Do Not Score” reason for marking the test complete Click the Save button “Marked Complete” The student’s status will then appear as “Marked Complete” NOTE: If you are marking the test as complete due to a student forgetting to submit, choose Score as the reason on the Mark Test Complete screen 2016 TELPAS ONLINE READING CAMPUS TRAINING 31

Students must submit answers in order for their tests to be scored. Students or a Test Administrator must click the Final Submit button to submit tests for scoring After all students have completed the test or had their test marked as complete, the Test Administrator stops the session REMINDER: FIRST remove any absent students from the session To stop a test session, complete the following steps: CompletedMarked Complete Ensure that each student’s status is “Completed” or “Marked Complete” on the Session Details screen Click the Stop button to stop the test session 2016 TELPAS ONLINE READING CAMPUS TRAINING 32

ARE The following accommodations ARE permitted: Individualized Structured Reminders Amplification Devices Projection Devices Large Print (must meet eligibility) Basic Transcribing (must meet eligibility) Manipulating Test Materials (Example: Student cannot manipulate mouse, scratch paper, or turn paper pages if testing on paper) Extra Day (must meet eligibility) Time Extra Time does not apply to TELPAS, as it is NOT a timed test 2016 TELPAS ONLINE READING CAMPUS TRAINING 33

The following accommodations are NOT PERMITTED: NONE allowed! Reading assistance - NONE allowed! No reading assistance for general ed, special ed, or 504 students NONE allowed Dictionaries or other reference materials – NONE allowed NONE allowed Translation of test items by Test Administrator – NONE allowed Rephrasing or clarifying test content and selections – NONE allowed 2016 TELPAS ONLINE READING CAMPUS TRAINING 35

Accommodations can only be indicated AFTER a student has completed testing Go to Testing> Student’s Test> select test you want to edit, click on box next to each student test> Open the task list and select Edit Student Test> click Start> select accommodation information>Click Save Go to Testing> Student’s Test> select test you want to edit, click on box next to each student test> Open the task list and select Edit Student Test> click Start> select accommodation information>Click Save 2016 TELPAS ONLINE READING CAMPUS TRAINING 36

Tests are started when the Test Administrator starts them – it does not matter what time or date you enter on the Test Session Details screen Once the Session has been started by the Test Administrator, the students can log in and start testing “Exit” Students taking breaks or lunch must “Exit” the test “Resume” Test Administrators will “Resume” a student’s test when the student returns from break/lunch Once the student completes the test, it will automatically be scored when Final Submit button clicked at end of test “Do Not Score” If student does not take or complete the Reading test, a student’s test must be marked as complete and a “Do Not Score” designation must be selected Accommodation Type 1 and Type 2 are collected for TELPAS – Accommodations can only be entered AFTER the student has completed testing ALWAYS ask if you aren’t sure.
