The goal of this document

Serve as a resource for school boards, educators and other stakeholders to promote equity and success for all students in Ontario

Stimulate conversations in schools and school boards about student participation in FSL

Support decision makers in case - by - case decision making regarding participation in FSL programs, based on: Current Research and Data Available Inclusive Mindset Ministry Policies

Enhance first- language and overall literacy skills Specific strategies and supports have been shown to be effective in meeting the needs of students with special education needs. Students with special education needs benefit from learning FSL Help in development of interpersonal skills Increase self-confidence and self-esteem

Participation of Students in French Immersion and Extended French Programs, Grades 1–12, 2012–13*

Core French is mandatory from Grades 4 to 8 for all students in English-language elementary schools

Strategies and Supports

Strategies and examples of Inclusive Practices (p. 35) Review practices used to inform parents about all FSL programs, including optional programs. Board and school leaders review practices regarding transfers, exemptions, and substitutions within FSL programs. “If a student requires accommodations and/or modified or alternative expectations in FSL, it is important to include the FSL teacher as part of the team creating and implementing that student’s IEP. ” Including Students with Special Education Needs in FSL Programs, p. 24 Special Education Policies and Practices

GROWTH MINDSET If a student’s learning needs are not met, changes have to be made to the teaching/learning program. Moving towards productive beliefs about participation in FSL programs The learning needs of students with special education needs cannot be met in an FSL program. FIXED MINDSET

GROWTH MINDSET Language learning is a challenging and rewarding experience with the potential to benefit all students. Students with special education needs may benefit from particular strategies and/or supports to meet their individual needs as second language learners. Moving towards productive beliefs about participation in FSL programs Having FSL of instruction offers an additional layer of difficulty that students with special education needs “just don’t need”. FIXED MINDSET

GROWTH MINDSET Teachers need the support of the larger community to create a learning environment that supports all students. FSL teachers, like all teachers, need appropriate training and resources in order to help them support students with special education needs in their classrooms. Moving towards productive beliefs about participation in FSL programs Because FSL teachers do not have the resources or training to support students with special education needs, such students would be better served by exemption from FSL.
