ADB Climate Change Projects

Mitigation Initiatives 5 ADB Clean Energy Investments 2013 onwards target Clean Energy Ø $2.1 billion in 2011 Ø Asia Solar Energy Initiative Ø Quantum Leap in Wind Ø Energy for All Sustainable Transport and Urban Development Ø Sustainable Transport Initiative Ø Cities Development Initiative for Asia Ø Urban Operational Plan

Adaptation Initiatives 6 Mainstreaming climate resilience in core development planning Ø India water sector - Support to National Water Mission – NWM Climate proofing vulnerable projects Ø Roads, ports, water supply Increasing resilience of vulnerable sectors Ø Natural resources, water, energy, transport Addressing social dimensions Ø Migration, gender, health impacts

Knowledge and Partnerships Knowledge and Outreach Ø Climate Finance (with MDBs, others) Ø Asia Pacific Adaptation Network (with UNEP, IGES, others) Ø Asia Clean Energy Forum, Urban Forum, Transport Forum (with several partners) Key Studies Ø Economics of climate change Ø Agriculture impacts Ø Energy Ø Migration Ø Climate impacts on coastal megacities (with WB, JICA)

How is ADB ADDRESSING Environmentally Sustainable Growth In India? Expansion of clean and renewable energy development and diffusion of new technologies for low carbon development; Enhanced energy efficiency; Development of environmental and climate change policy and regulatory frameworks; Integrated water resources management to improve water use productivity and sector resilience to climate change Environment-friendly railway expansion and sustainable urban mass transit systems Sanitation, solid waste, and wastewater management.

Agriculture and natural resources Focus on efficient water use for enhanced agricultural productivity Ø Develop productive and sustainable irrigation systems e.g Karnataka Integrated and Sustainable Water Resources Management Investment Programme Ø Undertake river basin water resource management initiatives e.g Climate Change Adaptation through Sub-Basin Development Ø Undertake flood control and coastal zone management initiatives to reduce water induced disasters – e.g Sustainable Coastal Protection Programme

ADB strategy for the urban sector under mainstreaming climate change mitigation is to incorporate the Cities and clean air development initiative for Asia. India’s overall urban sector strategy for the CPS period focuses on a City Focused Development Initiative that aims to develop urban cities into independent engines of socio-economic growth and development. Urban Sector

Examples of upcoming urban sector projects which have ‘direct’ elements of environmental sustainability and climate change incorporated: Ø Rajasthan Urban Development Program – plans to introduce carbon financing and develop an ADB Climate Change Trust Fund. The core components include waste water management; WSS and solid waste management. Ø Additional Financing for the Kolkata Environmental Improvement Project - waste water management in treatment plants; linked sewerage networks and rehabilitation of Water supply systems – WUE/reduction of losses; Ø Karnataka Water Resources Management Investment Programme (Urban services)- re-use of water and reduction of losses/WUE; demand and supply balanced at institutional level. Ø Bangalore Cluster Development – Improved connectivity/reduction of traffic; water recycling – city focused regional development.
