Embassy of Sweden, Chisinau Eastern Partnership – a Swedish political priority Sweden is one of the main initiators of the Eastern Partnership Embassies in all six Eastern partners Based on positive experiences from long- time cooperation with countries in Eastern Europe and the Western Balkans

Embassy of Sweden, Chisinau A long term commitment During the coming seven years, Sweden will commit about 500 million Euro for reform cooperation with Eastern partners. Moldova is one of the priority countries for Swedish reform cooperation in the region. Tentatively, about 14 million Euro will be allocated for cooperation with Moldova annually.

Embassy of Sweden, Chisinau A focus on reforms The objective of the Swedish assistance is to contribute to further integration with the European Union. The road towards the EU is preconditioned on comprehensive and tough reforms. A focus on reforms necessary for further integration with the EU will lead to a strengthened democracy in Moldova and better economic opportunities for the Moldovan people.

Embassy of Sweden, Chisinau A focus on reforms However, the reform agenda is the responsibility of the Moldovan government. If we see that reforms are not moving forward in one of the areas where we are providing support then we will adjust or stop our support accordingly. A potential for reallocation between countries ‘more-for-more’

Embassy of Sweden, Chisinau A focus on results This strategy is called a results strategy. It does not include a number of sectors where Sweden will support reforms. Instead, it outlines a set of results of reforms that we would like to contribute to. How we will do that and which partners we will cooperate with depends very much on the situation in individual countries. Support programmes may for example focus on policy development, capacity building of government institutions responsible for implementing reforms, or through cooperation with non-state actors in the civil society or private business.

Embassy of Sweden, Chisinau A focus on results The results strategy includes three main results areas for cooperation with countries in Eastern Europe 1.Enhanced economic integration with the EU and development of market economy, 2.Strengthened democracy, greater respect for human rights and a more fully developed state under the rule of law, and 3.A better environment, reduced climate change and enhanced resilience to environmental impact and climate change A total of 15 expected results within all results areas. We will not support reforms for all the expected results in all partner countries, but focus on the areas where we most effectively can support reforms.

Embassy of Sweden, Chisinau Our cooperation today Already today, we are supporting reforms within these three main results areas. The new strategy will therefore not mean a sudden change of our reform cooperation with Moldova.

Embassy of Sweden, Chisinau What we will do in the future? We are now in the process of developing a more detailed plan of what our reform cooperation will include in Moldova over the next seven years. To some extent it will be more of the same. We will continue : –to be strong advocates of gender equality and human rights in a broader sense, –to be a lead donor within the energy sector, with a strong focus on energy efficiency, and –to support reforms to improve the business climate.

Some main priorities for the nearest future are to: –further develop our work with the civil society; –further develop cooperation projects between Swedish and Moldovan government institutions; –and to support actions that can leverage loan financing for energy efficiency investments, for example through the initiative E5P (Eastern European Energy Efficiency and Environment Partnership).
