1. BASELINE SURVEY ON NEEDS AND ACCCESS TO SOCIAL SERVICES BY UXO/LANDMINES SURVIVORS Quang Binh, Quang Tri and Quang Nam by CRS Vietnam

There is no government’s legal document or policy that exclusively regulates entitlements for UXO/LM survivors Monthly social allowance for PWD (living allowance)  Government Decree 67/2007/NĐ-CP,  Government Decree 13/2010/NĐ-CP  Decree 28/2012/NĐ-CP 2.2. Loan provision  Loan provision from Social Policy Bank  Circular loan project from RENEWS  “Loan team”: This model applies for members of Blind Association, Women’s Union, War Veteran’s Association, etc II- EXISTING SOCIAL SERVICES FOR PEOPLE WITH DISABILITIES AND UXO/LM SURVIVORS IN PARTICULAR

The survey team did not notice any coordination activity or mechanism between informal social service providers. Each service provider operates on its own plan and system.. In the government system, coordination exists among social organizations that implement activities within the framework of government’s general program support for PWD. However, this coordination is not regular INGOs/NGOs do coordinate with local social organizations to implement their project activities. In this coordination, NGOs and social organizations are co-implementers of activities. III. COORDINATION MECHANISM AMONG SUPPORT SERVICE PROVIDERS

IV. ACCESS TO SOCIAL SERVICES AND NETWORKING OF SOCIAL SERVICE PROVIDERS Existing social services provided by the government Regarding social services/government’s social protection policies, community members have easy access to information via legal policy dissemination programs at community level, village meetings, regular meetings run by local social organizations and dissemination of information via community mass media (e.g.: loud speaker). Each social service provider – namely each NGO applies and implements its own organizational approach in providing support to PWD and UXO/M survivors. Beneficiaries of NGO’s projects are pre- determined based on project’s objectives and selection criteria. Social services for UXO/LM survivors are still limited Informal social service providers

V. NEED FOR SOCIAL SUPPORT BY UXO/LM SURVIVORS

The need for social support stated by UXO/landmines survivors in three surveyed provinces is quite similar. The need for loan- long term and favorable interest rate in order to help them improve their economic situation. The next prioritized needs: -Health care support; -Training on agriculture techniques, planting and animal raising; -Education support for children; -Housing improvement, modification of latrine to be accessible for PWD; -Increased access to information about policies and policy implementation at grassroots level; -Establishment of associations/clubs for PWD; monthly financial support for club operation. CONCLUSION

RECOMMENDATIONS Project design for UXO/LM survivors should include: Budgeting, address the unique needs of survivors, policy level influence to address the bigger challenges related to PWDs, create network of community support and build the capacity to promote the voices of UXO/LM survivors and utilize local resources 15
