Eligibility Scenarios Scenario 1 On March 15 two years ago, Ruben Gomez and his two sons Andy, 17, and Rudy, 15, an unemployed farm worker family, arrived in your community from Tucson, Arizona. They moved in order to obtain qualifying work picking tomatoes, but Ruben instead found work at a local florist. Not being successful in locating work for Andy and Rudy, the father enrolled them in school on March 20. On June 15 the following year, Ruben and his two sons were hired by a farmer to fertilize cotton. Are the Gomez children eligible for Migrant Education Program (MEP) services? Mr. Butler found temporary work as a de-beaker. A year later, he continues working at the plant, but his responsibilities have changed to catching and caging chickens. Eligibility Scenarios Scenario 3 In July last year, Felipe and Asuncion Lopez and their four children moved from Coahuila, Mexico, to Hatch, NM, to harvest peppers. They make this move annually. Both Felipe and Asuncion and their oldest son, Moises, were hired to harvest the peppers. The other three children (Chavela age 12, Socorro age 8, and Vanessa age 6) were enrolled in school. In November, the Lopez family moved to a temporary residence in Rayne, LA, to harvest crawfish. All three younger children were again enrolled in school. When the MEP recruiter interviewed Asuncion (the mother) to determine whether the family qualified for MEP services, the recruiter learned that the family has another son that is school age (Moises, age 15) but not attending school. The mother tells the recruiter that Moises is working with his father harvesting crawfish and cannot attend school. The mother also tells the recruiter that Moises dropped out of school in Mexico in 6th grade to help his father support the family. Eligibility Scenarios Scenario 4 On February 6 th of this year, a Somali family moved from Somalia to Shreveport, LA, seeking political refuge. The children are ages 8 and 10. Upon arrival, the sponsoring agency found the family employment deboning turkeys in a processing plant. According to the employer, the company has work available for only six months. Two months later, two older children, ages 16 and 17, who have not graduated from high school, leave Barron, Wisconsin, to join the family and begin working at the processing plant. Eligibility Scenarios Scenario 5 On April 1 st of last year, Jeff and Marie Bates, both 20 years old, and their daughter Donna, 3 years old, moved to Monroe, LA from Hope, Arkansas, to find seasonal work harvesting melons. Unable to find the agricultural work they were seeking, Jeff had to find other work. Both Jeff and Marie are high school dropouts and need the work to support their family. Jeff found part-time work as a janitor at a melon packing shed at night, and Marie was hired at the same shed for three hours a day doing clerical work. Their daughter enrolled in a preschool on April 15 th. On June 20 th of last year, both Jeff and Marie left their part-time melon-related work and were hired to work in the packing shed full- time. Jeff became a melon packer and Marie a melon sorter. The following September 15 th, both Jeff and Marie were laid off, but Jeff returned to his previous part-time job as a janitor. Eligibility Scenarios Scenario 6 Roberto and Dunia Treviño and their three children, Ava age 6, Yolanda age 9, and Perla age 11, live in Forest Hill, LA. Roberto works at a nursery. His employer has told him there is no work during December, so the family returns to their home town of Lagunillas, Michoacan, Mexico, during the children's winter vacation from school. Despite having no promise of a job upon their return, the family returns three weeks later, and the father is hired back at the same nursery pruning trees. Eligibility Scenarios Scenario 7 On May 5 th of last year, Gilberto and Lola Martinez left Immokalee, Florida, headed for Hammond, LA, where they heard there was seasonal work harvesting tomatoes. They arrived in Fremont on May 10 last year. On September 1, their daughter Lolita, age 10, arrived to join her parents. On April 17 this year, their son Octavio, age 16, also arrived. Eligibility Scenarios Scenario 8 In March last year, the Johnson family moved from Carnation, Washington, to work at a dairy farm near Opelousas, LA. The dairy hired the father on a three- month probationary period with no guarantee of permanent employment. The dairy farm owner said that most likely the work would last about five months. Both the mother and father have previous experience working on a dairy farm, not only feeding and milking cows but also cleaning stalls and various other duties. The family typically moves to different parts of the Louisiana to do this type of work and support their three school-age children, George age 14, Denise age 12, and Sally age 10. A.Yes B.No C. Eligibility Scenarios Scenario 9 Michael Adams lives in Thibodaux, LA with his wife and four children, all under 18. Each summer, Michael works for a commercial fisherman in Grand Isle, LA. On June 5 th of last year, Michael moved his family to Grand Isle, LA, to obtain seasonal employment in the fishing industry. He arrived in Grand Isle on June 10 th and started working as a fisherman. The children were enrolled in a summer program at a school with a Migrant Education Program. On September 7 th last year, Michael and his family moved back home to Thibodaux, arriving on September 13 th. The following day, Michael returned to a full-time job as a bus driver at a local school district where his children attend school. Eligibility Scenarios Scenario 10 Charles Alvarado, his wife, Kris, and two children, ages 12 and 16, have lived in the Houma, Bayou Cane area of Louisiana all their lives. Each year, they move to various sounds and lakes to fish and shrimp. This year, however, has been difficult for local fishermen and processors as fuel prices were extremely high and brown shrimp landings were below average for the fifth year in a row. Hurricanes caused several problems, including shutting down electricity on the docks and reducing water stores used to make ice to store the fish. Furthermore, the Department of Wildlife and Fisheries officially closed the inshore waters, preventing fishermen from making any profit. To make ends meet, Charles took a job driving a school bus, and Kris found a part-time job at the local convenience store. In December this year, the Department of Wildlife and Fisheries re-opened shrimping in the Mississippi, Bretton, and Chandeleur sounds and the Lower Lafourche. Charles saw the opportunity to earn some money by going after the highly marketable white shrimp in these areas.
