Prop 30 Campaign – A History  Passed in 2012  Proposition 30 won statewide 55.4% to 44.6%  Won in 27 counties including Los Angeles (60.4% to 39.6%), and San Francisco (77.2% to 22.8%)  The largest counties in which Proposition 30 was defeated were San Diego (47.7% to 52.3) and Riverside (45.9% to 54.1%)

Original Prop 30 Campaign Themes  Restore billions that were cut from schools  Prevent $6 billion in new cuts to public education  Revenue is put into a special account for schools and community colleges that cannot be touched by the state legislature  Revenues are subject to strict disclosure requirements  Helps balance the state budget

What Prop 30 has Accomplished Helped to restore some of the $56 billion education lost in the recession, and to hire more teachers and classified staff, purchase textbooks and supplies, expand libraries, and improve our community colleges $24 billion in revenue… and counting Helped stabilize California’s budget Prevented $6 billion in cuts in 2013 alone Prevented further cuts to services for seniors, low-income children, and vital health care programs

Children’s Education and Health Care Protection Act  Temporarily extends the income tax rates created under Prop 30 for 12 years.  Does not extend the original Prop 30 sales tax provisions.  Revenues will continue to be deposited into the Education Protection Account Raises an estimated $8-11 billion each year Applies to couples earning over $500,000 or more a year The tax extension will only impact the top 2% of earners in California

Children’s Education and Health Care Protection Act (Continued)  The revenue will be subject to the provisions of Proposition 2 – The Rainy Day Fund. An extension will mean more funds to increase our reserves for when California needs them most.  Up to $2 billion in funds per year will also be used to invest in health care for low income children and their families. By increasing funding for state health care programs we can continue to allow for improved access and care.  Continues tough audit and disclosure requirements with accountability through which allows the public to see how every dollar of these funds have been spent.

March PPIC Results On March 23, 2016 The Public Policy Institute of California released a new statewide poll that included a question about a Prop 30 extension “As you may know, voters passed Proposition 30 in November It increased taxes on earnings over $250,000 until 2018 and sales taxes by one quarter cent until Do you favor or oppose extending for 12 years the tax increase on earnings over $250,000 to fund education and healthcare?” 61% Favor 35% Oppose 4% Don’t Know
