PUBLIC ADMINISTRATION REFORM IN BIH REFORMA JAVNE UPRAVE U BIH РЕФОРМА ЈАВНЕ УПРАВЕ У БИХ Public Administration Reform  The most important “trend” in BH PA is comprehensive ongoing PAR;  Came out from the need for efficient, transparent and responsible PA, able to take over obligations from the EU Integrations;  On the basis of the Feasibility Study, Council of Ministers of B&H formed the Public Administration Reform Coordinator’s Office (PARCO) in 2004, as a key point for coordination of the PAR;  PARCO created the single PAR Strategy and the Action Plan 1, adopted by the Governments at all levels, in 2006;  In 2007, AP1 Implementation structure created and operative, together with the PAR Fund for financing of the PAR projects established with the help of the Donors (ECD, Great Britain, Netherlands and Sweden);

Raising efficiency and effectiveness of budget management” Continuous efforts and activities on improvement and full implementation of the MTEF and it’s full functioning PARCO developed a joint project – Introduction of the Budget Information Management System (BIMS) for all levels: it is yet to start with the implementation, in order to bring an IT component into the budgeting process, which will make it easier, more efficient and effective, transparent and enable analysis
