PUBLIC ADMINISTRATION REFORM IN BIH REFORMA JAVNE UPRAVE U BIH РЕФОРМА ЈАВНЕ УПРАВЕ У БИХ Characteristics of Public Administration in BiH  Inheritance of former Yugoslav socialist system of administration  Build – up in after – war environment, in the post-conflict society exposed to political, economic and social transition  Large presence and influence of International Community (IC) including Aid agencies and Donors  Civil servants at all levels, under 4 specific Civil Service Laws, under jurisdiction of 4 Civil Service Agencies;  “National key” – tool of ensuring equality and human rights as a postulate in civil service and public institutions  Public Administration Reform – dedication of all levels of authority to that process, with big expectations of citizens, as well as of the International Community  Measuring of performance – awareness exists, but it’s still not fully introduced; mostly ad hoc monitoring (NGOs – Government), and financial aspect – Budget Execution

PUBLIC ADMINISTRATION REFORM IN BIH REFORMA JAVNE UPRAVE U BIH РЕФОРМА ЈАВНЕ УПРАВЕ У БИХ Public Administration Reform  The most important “trend” in BH PA is comprehensive ongoing PAR;  Came out from the need for efficient, transparent and responsible PA, able to take over obligations from the EU Integrations;  On the basis of the Feasibility Study, Council of Ministers of B&H formed the Public Administration Reform Coordinator’s Office (PARCO) in 2004, as a key point for coordination of the PAR;  PARCO created the single PAR Strategy and the Action Plan 1, adopted by the Governments at all levels, in 2006;  In 2007, AP1 Implementation structure created and operative, together with the PAR Fund for financing of the PAR projects established with the help of the Donors (ECD, Great Britain, Netherlands and Sweden);

PUBLIC ADMINISTRATION REFORM IN BIH REFORMA JAVNE UPRAVE U BIH РЕФОРМА ЈАВНЕ УПРАВЕ У БИХ PAR as the most important trend in BH Public Administration  Change and improvement in all aspects of PA – throughout PAR  Reform of the system – directed to the services as well as to the EU integrations process;  Approach to the key horizontal structures – general administrative capacties;  6 main areas of reform: Policy making and Coordination Capacities, Public Finances, Human Resources Management, Information Technologies, Institutional Communication, Administrative Procedure  Scope on all 4 levels and project management – implementation of the Action Plan  Coordination of other projects, implemented by the Governments and the Donors, and their incorporation in PAR Action plan  Modernization of the existing procedures in PA

PUBLIC ADMINISTRATION REFORM IN BIH REFORMA JAVNE UPRAVE U BIH РЕФОРМА ЈАВНЕ УПРАВЕ У БИХ Introduction of the mesurement of reform’s success  PARCO established a complex system of measurning of success in PAR – Monitoring and evaluation system  Inovation in a sense of the tool for tracking, monitoring, and reporting on PAR – 1 st in BiH, the “country of reforms”  Measuring on the basis of information gathered “on the spot”, through OVIs and Documentation Basis – highest possible level of objectivity Quarterly report on Progress* for the period April – June 2008 stated overall progress of 25,82% in implementation of the measures from AP 1 in all areas * all reports available at P-M PF HRM AP IT IC

PUBLIC ADMINISTRATION REFORM IN BIH REFORMA JAVNE UPRAVE U BIH РЕФОРМА ЈАВНЕ УПРАВЕ У БИХ Some aspects of the PAR: performance management At the moment: Mostly focused on evaluation of civil servant’s work – individual performance Existing regulations – laws and bylaws at all levels Limited application of the aforementioned: non-implementation, no or limited usage of results Concept of performance management still not recognized in functioning of the Public Administration – relatively new concept Legal obligation for evaluation of work – not implemented in practice

Performance management) Several individual pilot projects with this theme Pointed out as important goal in this area: PARCO is developing project which will gather all levels and fulfill certain goals from the AP1 Efforts in harmonization of 4 different technical and legal solutions in the area of PM Final goal: introduction of the PM in all public institutions in BiH

PUBLIC ADMINISTRATION REFORM IN BIH REFORMA JAVNE UPRAVE U BIH РЕФОРМА ЈАВНЕ УПРАВЕ У БИХ Some aspects of the PAR: budgeting Current state: Single Treasury system introduced at the level of the whole state (2003) - Treasury system fully computerisied – project financed by USAID (15 million KM), ORACLE platform Medium-Term Expenditure Framework (MTEF) introduced (2005) – budget planning with the Ministries of Finances as central points at all levels - Organic Law on Budget adopted annually - All institutions at all levels got instructions for the budget planning - MTEF

PUBLIC ADMINISTRATION REFORM IN BIH REFORMA JAVNE UPRAVE U BIH РЕФОРМА ЈАВНЕ УПРАВЕ У БИХ Some aspects of the PAR: budgeting Activities: PAR Action Plan contains chapter dedicated in the area of Public Finances – “PF 2. Raising efficiency and effectiveness of budget management” Continuous efforts and activities on improvement and full implementation of the MTEF and it’s full functioning PARCO developed a joint project – Introduction of the Budget Information Management System (BIMS) for all levels: it is yet to start with the implementation, in order to bring an IT component into the budgeting process, which will make it easier, more efficient and effective, transparent and enable analysis
