Introduction  We created this training for small businesses who want to know more about changes in GSA’s acquisition process.  Our goal is to increase access to quality information to improve your success in partnering with our agency.  Your feedback makes a difference!  Please share your contact information, experience and ideas with us at 2

EO Defines Sustainability:  “sustainability’’ and ‘‘sustainable’’ mean to create and maintain conditions, under which humans and nature can exist in productive harmony, that permit fulfilling the social, economic, and other requirements of present and future generations” 8

The government has been charged with setting the standard for sustainable acquisition As the largest consumer of energy in the U.S. economy, the Federal Government can and should lead by example when it comes to creating innovative ways to reduce greenhouse gas emissions, increase energy efficiency, conserve water, reduce waste, and use environmentally-responsible products and technologies. - President Obama 9

Executive Order  Requires agencies to ensure that at least 95% of all applicable new contracts, including contract modifications, for products and services specify:  Energy-efficient products  Water-efficient products  USDA BioPreferred products  Environmentally preferable products and services (EPEAT)  Alternatives to ozone depleting substances  EPA designated recycled content products  Products containing non-toxic or less-toxic alternatives 14

Executive Order January 24, 2007  Strengthening Federal Environmental, Energy, and Transportation Management, sets acquisition-related goals for:  Purchasing green products and services  Sustainable Federal buildings  EPEAT-registered products  Non- or low-toxic and/or non-hazardous products 15

Ecolabels Initiatives and Impact  (Future) Ecolabels  EPA has the lead.  Federal register for public comment on guiding principles for using ecolabels  day comment period (ends April 2014)  Impact  Identifies guidance for non-government owned ecolabels for purchase.  Neutral third party verifies claims of sustainable attributes are true. 18

Certifying Your Products and Services  Small businesses can go to for Energy Star, WaterSense, and Design for the Environment labeling requirements.  offers a “USDA certified Biobased” label for BioPreferred and other biobased product certifications. 19

Comprehensive Procurement Guideline (CPG) items are recycled content items. These are scattered throughout the Schedules:  Schedule 23 – tires for automotive  Schedule 51V – appliances, landscaping products  Schedule 56 – building construction products  Schedule 72 – building interiors  Schedule 71 – office furniture  Schedule 73 – recycling containers, plastic trash bags  Schedule 75 – paper and other office products  Schedule 78 – plastics (traffic control devices, signage, plaques)  Schedule 81 – newsprint, parcel packaging, steel and plastic drums  Schedule 511 – traffic control devices (traffic cones) Recycled Content Products 26

FAS is "greening" the Schedules by identifying individual items with a green-only mandate. To date, these are:  Schedule 36, SIN – ENERGY STAR copiers  Schedule 56, Plumbing products and bathroom fixtures, water heaters, lighting  Schedule 75/ SIN % postconsumer content copier paper  Schedule 73/ SINs and – ENERGY STAR equipment and biobased cleaning products, respectively  Schedule 51V – ENERGY STAR appliances  Schedule carpet and carpet tile must be NSF-140 Gold  Schedule 84 – BioPreferred gun cleaning solvent Efforts to “Green” the Schedules 30
