3 Project Inception The Energy Conservation Measures project has as it beginnings an Energy and Infrastructure Plan implemented by University in A steam driven chiller required repairs and a performance type contract was executed for the equipment repair. (ORC 3345) The success of the repair and realized savings was a driver in internal discussions to implement a larger performance contract on campus Facilities Operations and Development OSU Energy Conservation Measures

4 Internal Energy Audits The initial audit was of 12 University buildings. The audit was performed by A E I. The audit was at best an ASHRAE Level 1 audit with a ECM cost delta of + or – 30% The audit was low grade and contained recommendations for low or no cost ECM’s Facilities Operations and Development OSU Energy Conservation Measures

5 RFQ & RFP The Request for Proposal for the Energy Conservation Measures project was issued on A group of five ESCO organizations responded to the RFP. A 3-4 week investment grade audit was held early in Internal University review consisted of bringing together a team comprised of operations, technical services, building automation, project management, and outside consultant to review RFP’s. Several technical interviews were held with prospective ESCO’s to determine ECM effectiveness and appropriateness for execution. 6 ESCO Selection ESCO’s RFP’s reviewed by internal university team. The team selected two ESCO’s as a best fit for the project. Internal University deliberations were held in determining the final ESCO selected for the project Facilities Operations and Development OSU Energy Conservation Measures

13 ECM Development Final two ESCO’s selected revised ECM’s per University request After modifications were made, then a technical review was held with ESCO’s to determine effectiveness of the ECM’s Payback and cost savings were then evaluated. 14 Contracting Final selection made by the University to contract with Johnson Controls Incorporated (JCI) During initial contract development phase meetings were held with building principals and the ECM’s were reviewed. Some ECM’s were removed from the scope after building principles reviewed the ECM’s. 15 Construction of the Project Construction planning occurred during the first quarter of 2013 Communication plans created and implemented to communicate project across the broader university audience. Town hall type information meetings held within all five buildings Design reviews of project broken into functional phases that mimic construction implementation. Phase 1 review consisted of maintenance type items i.e weatherization, plumbing fixtures, lighting sensors etc. Facilities Operations and Development OSU Energy Conservation Measures

17 Lessons learned #1 This is not an ORC 153 project. The nature of performance contracting is similar to design/build. The University community at large is not familiar with design/build projects. This led to confusion about the ECM’s and ECM design and selection. The fact that the University customer input is not required after contract and on as large a basis as during a traditional design/bid/build project. Future performance contracts should contain a comment period in advance of contract to inform and relay ECM selection to key stakeholders for review and input. 18 Lessons learned #2 Communication is a ‘best practice’ This project has utilized communication practices extensively. It began with information being communicated in broad format to University leadership. The next wave was to inform leadership in each project building of the specific ECM’s being implemented in them. Then following that was a series of town hall type meetings where building occupants were invited to better understand the ECM project scope within their building A web site was developed for the project containing the information from the town hall meetings and general scheduling information. As work is performed within the building blasts are sent to the building occupants informng them of schedule and impact. Facilities Operations and Development OSU Energy Conservation Measures
