From the “Change Status” From the BBS for Emergency Examples of Messages to be delivered by the RTEIS Japan has changed its emergency level from Normal -> Emergency on 12/11/2009. Reason: A fire occurred at a refinery plant near YOKOHAMA. The accident could reduce the refining capacity of Japan by 20% and Japan must increase import of petroleum products.
