Master Plan Objectives Design stakeholder process that is inclusive and ensure participation Increase understanding of POE and transportation planning processes on both sides of border Develop and implement plan to prioritize POE and transportation projects over short, medium, and long term Establish formal communication process among federal, state, regional, and local stakeholders on both sides of border

Policy Advisory Committee (PAC) The Policy Advisory Committee will be mainly responsible for: Providing direction Approving the study parameters Reviewing and approving the criteria for the future evaluation of projects Attempting to incorporate findings and priorities into their own planning and programming processes Committing resources and staff to ensure the timely exchange of available information and data needed

Technical Working Group (TWG) The Technical Working Group will be responsible for: Providing requested information in a timely manner Making recommendations to the Policy Advisory Committee. Assisting with the selection of criteria to be endorsed and adopted by the PAC

Definition of Study Area

The Border Master Plan’s “Study Area” includes both: Area of Influence – Geographical area that might influence the transportation projects analyzed in the Focused Study Area Focused Study Area – Geographical bandwidth limiting the POE and transportation projects to be analyzed and prioritized by the Border Master Plan

Area of Influence Option A: Laredo District and its corresponding Mexican municipalities Option B: 60 miles – 100 kilometers North and South (“California Option”) Option C: 200 miles – 320 kilometers North and South

Focused Study Area Option A: 10 miles – 16 kilometers North and South (“California Option”) Option B: 15 miles – 24 kilometers North and South Option C: 25 miles – 40 kilometers North and South
