Houston Police Department Central Business District Hurricane Preparedness Plan

Objective  HPD’s goal is to safeguard lives, protect property, provide for a safe environment for those who must enter/move throughout the CBD, and work in conjunction with all stakeholders to make the CBD fully operational as quickly as possible.

HPD’s Authority  In 2005, the State of Texas passed a mandatory evacuation bill.  HPD will act in accordance with the Harris County District Attorney’s office decision on how to enforce mandatory evacuations.

HPD Responsibilities  Primary : To secure the safety of citizens and their property, as well as maintain order during evacuation.  Providing traffic control/traffic plan  Security of evacuated area  Notification of evacuation  Rapid Assessment and Recovery  Miscellaneous other duties

Pre-Hurricane  Prior to Hurricane arrival- limited role of HPD as evacuation will occur over several days and is expected be uneventful  Ensure effective operation of the Evacuation/Embarkation Hub at the GRB meaning significant amount of traffic on the NE portion of downtown (buses, etc)

During Evacuation  Notice to evacuate  Egress Routes communicated  Ingress street closures  Assist in evacuation with traffic control  Secure evacuated area

Primary Streets Outbound from Central Business District  Louisiana I-10 W/B  San Jacinto I-45 N/B  Chartres I-10 E/B, Hwy 59 N/B and S/B  Jefferson I-10 E/B and W/B  Hamilton Hwy 59 S/B  Smith Hwy 59 S/B  Pease I-45 N/B, I-10 E/B and W/B  Walker Allen Pkwy W/B, I-45 N/B, I-10 E/B and W/B

Post Hurricane  Conduct rapid damage assessment relative to pedestrian safety and ingress/egress routes  These assessments will determine what streets will be closed and where checkpoints will be established  HPD will work with HDMD to publicize the checkpoint locations and accessible streets throughout downtown  Staff intersections for traffic control and working with PWE to oversee street/sidewalk closures to prevent injuries due to falling glass/blowing debris  Patrol the CBD to prevent looting

Checkpoints  Once damage assessment has been completed, checkpoints will be determined  These checkpoints will be the only way into/out of the CBD  Officers will man checkpoints and maintain a log of everyone entering/exiting the CBD  If personnel must enter the CBD, they must have valid ID, and a company ID and provide a telephone number they can be reached.  Residents must show proof of residence on a valid Texas ID or a utility bill (gas or electricity) for said address
