The UK’s Productivity Challenge and Area Reviews

Government response is to launch Area Reviews

What are the specific Milton Keynes challenges? Skills gaps and shortages in key sectors – especially at higher technical/technician levels Significant mismatches between what is being offered by schools and colleges and what employers actually want Lack of communication, networks, relationships between supply and demand sides Questions over standards, qualifications and frameworks – including apprenticeships and degrees

So the Local Area Reviews might lead to Smaller number of stronger, strategic institutions – vertically and/or horizontally organised Determining spatial (not institutional) need for centre/campus/facilities New institutional models also possible/desirable – including Multi Academy Trusts & HE/FE consortia (form follows function)? Specialist provision tendered competitively – consortia or institutional models – ‘National Colleges’ or ‘Institutes of Technology’

New Opportunities Abound to build a genuine Productivity Sector New form of technical provision – hybrid of schools/FE/HE Apprenticeships reaching the parts other offers can’t reach particularly SME sector New partnerships across the public sector with LA, LEPs, Trade Associations, Sector Skills Councils etc New local Skills Boards to drive quality improvements in supply and engage demand

Opportunities do exist to develop income Remove the reliance on government funding Develop new business models Allow a commercial, market and demand driven approach Use partnerships Deliver whole, and lifetime learning solutions Bridge the skills (and therefore productivity) gap Early talent pipelines and talent development – apprenticeships for existing employees at all levels are formal training plans
