County of Tuolumne Building and Safety Division 2013 California Code Updates Meeting Number 1: California Residential Code: Part 1

Instructor: Doug Oliver, Chief Building Official County of Tuolumne Course Intent: –To provide an overview of the significant changes to the California Residential Code –Identify new code provisions and State amendments. –Identify new legislation effecting residential structures.

Course Outline: –By Section Administration Building Planning Floors Walls/Wall Covering Roof /Ceilings Roof Assemblies Chimneys New Law Stuff

In order to make this quick……. Skipping the code sections. Skipping the minor stuff. Skipping the clarifications to stuff we already know.

Administration Solid Fencing up to 7 feet now exempt from permit. Moisture content verification of framing members (19% max) added to Residential Code. (Green Building Code) Operation and Maintenance Manual requirements added as well. –May be electronic media.

Building Planning Site Drainage for lots under 1 acre added referencing green building standards. Basic wind speed threshold increases from 100 to 110 MPH. Operable windows no longer allowed as a method of humidity control. Height of vents/chimneys or other noxious contaminant from outdoor air intakes raised from 2 to 3 feet. –Bathroom and kitchen exhaust fans not included.

Safety Glazing changes Significant rewrite to hazardous locations requiring safety glazing (tempered). Easier to reference, according to ICC.

Window Fall Protection

Sprinklers (yes, we still have them.) Backflow devices allowed to isolate sections of sprinklers. NEW LAW CHANGE! Licensed plumbers can now install sprinkler systems in one and two family dwellings.

Smoke alarms Ten year life span on battery and detector. Specific language changes to be consistent with NFPA 72 and eliminate nuisance alarms, which means…. –Follow install instructions.

More Green Building data Required to recycle 50% or more of non- hazardous construction waste. –All construction projects All finish materials to meet minimum VOC limits based on Green Building Code. –Adhesives –All Paints –All flooring products and underlayment's

PV system clearances (utility buildings exempt) Specific marking requirements –White on red, reflective, weatherproof, 3/8” stroke. –All DC conduit, enclosures, raceways, junction boxes, combiners, and disconnects Clearances from eaves, hips, ridge –Hip layout = 3 ft access –Hip/Valley layout = 18” access –Ridge = 3 ft for smoke ventilation DC conductor locations covered –Minimize conductor length. Metal conduit in enclosed areas attached to underside of structural members.

Engineered Floor Systems Required to be protected with ½” sheetrock unless: –Protected with sprinklers. –Floor system is over crawlspace not used for storage. –Floor system is minimum 2x10 dimensional lumber. –*up to 80 square feet aggregate area can be unprotected if correctly fire blocked. (ductwork, plenums, raceways, etc.)

Rodent proofing For slab on grade: seal all holes in sill plate with concrete masonry or cement mortar. For pier footing foundations: Appendix F 2013 CBC –Up to 12” above grade: An apron 24 below and 8 inches above grade for the entire perimeter of the building made of nondecayable rodent proofing material or 4” thick concrete. –Above 12”: installing 24 gauge metal collars on support posts at concrete piers or encasing posts with materials similar to the “under 12” option

Conventional Bracing Revised A whole training event in itself. Several rewrites to simplify the code. Angled braced walls allowed. Simplified tables and details for ease of reference.

Unvented attic/enclosed rafter assemblies

Roof Flashing Roof to wall intersection at eave must divert water away from the wall. Step and continuous flashing now recognized in the CRC. J-turn edge is recommended Drip Edge now required. Must extend minimum 2” up the roof deck and ¼” below the roof sheathing.

Chimney caps Required for all flue liners. Can be metal concrete or stone. Must be sloped to shed water, have a drip edge, and have a caulked bond break. Install per ASTM C 1283
