MAY 2004 BOND ELECTION City Seeks Direction from Voters on 13 Bond Authorization Projects Note: Projects will be phased in over time for this future capital improvement program to avoid raising the City secondary property tax rate. Project amounts represent inflated dollars estimated for the time of project implementation and bond issuance.

MAY 2004 BOND ELECTION Secondary Property Tax Impact … if no Bond Projects are Approved If none of the proposed ballot questions are approved, an owner of a residential home with $100,000 in valuation could expect a decrease in their taxes of $42 in 2006 and $20 in 2010 and an owner of a commercial property with $100,000 in valuation could expect a decrease of $105 in 2006 and $50 in 2010.

MAY 2004 BOND ELECTION Project Repaid by Secondary Property Taxes Neighborhood Open Space and FUTS Land Acquisition Approximately 550 acres of open space lands for up to 50 additional miles of FUTS FUTS connection to neighborhoods, parks, schools, employment, shopping and other areas Amount: $7.6 million Timing: Land will be acquired for up to 50 additional miles of the Flagstaff Urban Trail System

MAY 2004 BOND ELECTION Project Repaid by Secondary Property Taxes Regional Open Space, Observatory Mesa Land Acquisition Acquire Arizona State Trust land designated for public open space multiple use in Flagstaff Area Regional Land Use & Transportation Plan Up to 480 acres Amount: $5.5 million In coordination with Arizona Preserve Initiative or State Trust land reform matching grants Timing: 2013 or sooner Up to 480 acres will be acquired to provide permanent natural open spaces for public use, wildlife habitat protection, and conservation of observatory viewing quality.

MAY 2004 BOND ELECTION Timetable Scenario for Project Implementation if All Bond Projects are Approved *This is one scenario, if all projects are approved by voters, of how City Council could implement all projects over time with no increase to the secondary property tax rate. Project time frames are approximate and depend on many factors, such as land availability and acquisition, design and construction lead times, environmental permitting processes, utility relocations, weather, etc.
