WHAT IS HARMONIA? Harmonia is a Cultural School, offering specialized programs in personal growth and development, including workshops in health, meditation, nutrition, the arts, and fitness. We aim to create happy, healthier, lifestyles for the residents and employees of Sausalito and the Marinship.

EDUCATION AND OUR TEAM Currently, Harmonia has 25 Yoga and Dance teachers committed, and 20 Course Educators, each with 10+ years experience. Teachers have a base of students and a record of successful businesses developed in Marin County. A key part of our strategy is to partner with successful teachers with a following and experience. 7

WHY THE RECORD PLANT FOR HARMONIA? Harmonia will revitalize an empty structure that (decades ago) played an important role in America’s cultural life Consider the alternative: A vacant building remaining empty, and continuing to deteriorate.

Harmonia will occupy 5,000 sf of under-utilized space of the 10,000 sf building that houses the Record Plant. The remaining space will be maintained as a recording studio/production space. Harmonia and building ownership will preserve the recording facilities, and currently seeks a partner to re-establish a recording studio. The proposed name of the use is “Harmonia at The Record Plant.” WHY THE RECORD PLANT FOR HARMONIA?

Harmonia will revitalize the building exterior, add green space, and renovate a portion of the building that is currently used for storage. WHY THE RECORD PLANT FOR HARMONIA?

WHY THE MARINSHIP FOR HARMONIA? Harmonia will serve residents by offering courses aimed at healthier and happier lifestyles. Harmonia will add to Sausalito's reputation as a great place to live. Harmonia will contribute to the success of local businesses by offering classes and workshops not presently available, and increase the productivity of the 3,000+ employees who work in the Marinship. Harmonia will contribute to the City's economy by attracting students, who utilize nearby business services.

THE FUTURE FOR THE PLANT The music industry has changed dramatically; large recording facilities are an anachronism, as now recording occurs in large measure on computers. Harmonia and the property owner’s goal from the beginning of lease negotiations has been to find a music partner that will work in the studios while classes and workshops occur on the other side. If Harmonia isn’t approved, the property owner may have no choice but to demolish the building, and seek a new use that would have more impact.

HARMONIA BRINGS CULTURE TO MARINSHIP Live music events and benefits. Classes around personal growth and development, including yoga and dance, life coaching, philosophy and spirituality, and nutrition and health. Workshops and classes brings residents to become members and builds a community in Sausalito centered around the arts. Harmonia will seek to partner with its neighbors, the Arts Festival, SWA, and the Bay Model.

EVENTS FOR RESIDENTS OF SAUSALITO Music events give the residents a chance to experience a piece of history and be part of a musical culture in Sausalito. For example, Stevie Nick’s management has been contacted to play a concert at the Plant on her May concert swing through SF.

MARINSHIP SPECIFIC PLAN Development Objectives/Specific Plan Goals – Marinship preserved as an area primarily oriented to the use and service of Sausalito residents, not tourists. (MSP, II(B)(4), p. 9). – Encourages mixed use rather than single use (B)(7). – Maintain an urban rather than suburban character. (B)(11). – Development plans should recognize the aesthetic and social value of small-scale, individual activities as a vital component in the overall composition of Marinship (B)(12).

MARINSHIP SPECIFIC PLAN Development Programs –Industrial Zone –Site Specific Exceptions: –Site 3B (Record Plant): “The existing recording studio and blueprint service uses on this parcel contribute to the area. In addition to any industrial development, expanding the art and service use of this parcel is desirable.” MSP, p. 19.

ZONING ORDINANCE Chapter 10.60, Conditional Use Permits To uphold the appeal, the Council must make Nine (9) findings set forth in § (A)-(I) :

FINDING A A. Proposed use is allowed with issuance of a CUP pursuant to Chapter through Suggested Finding: Harmonia is a cultural school, which offers specialized programs in personal growth and development, including health, nutrition, fitness in the Industrial Marinship Overlay Zoning District, and is permitted with a CUP as provided in Table 10.26, MSP, Appendix B.2, General Industrial.

FINDING B B. The proposed use is consistent with the GP, the purposes on the Zoning Ordinance, and applicable zoning district. Suggested Finding: As a cultural school, Harmonia, with programs in health, nutrition, fitness, will contribute to and enhance City’s economic diversity, allowing a use that does not exist in in the IM Zoning District (See GP Policy E-3.3). A cultural school is an allow use in the MSP, and parking requirements can be made.

FINDING C C. The proposed used will not be detrimental to the City’s health, safety and welfare. Suggested Finding: No evidence exists that the proposed use is adverse to the H,S,W of the City. Project site will be rehabilitated by removing an unsightly trailer, cleaning up the exterior and adding green space.

FINDING D D. The posed used complies with each of the applicable provisions of the Zoning Ordinance Suggested Finding: With approval of a CUP, the proposed cultural school use complies with each of the applicable provisions of the Zoning Ordinance.

FINDING E E. The proposed use is properly located relative to the community as a whole and to land uses and transportation and service facilities in the vicinity. Suggested Finding: The site is located within the Marinship neighborhood, with industrial, marine-related, and commercial uses, adjacent to the Bay Model, and nearby Marinship Park. The proposed use is compatible with this mix of uses.

FINDING F F. The size, and shape of property is adequate to provide features needed to ensure reasonable compatibility with land uses normally permitted in the surrounding area. Suggested Finding: Harmonia will be located in an existing commercial tenant space and will not adversely alter open spaces, footprint, or parking. Additional parking spaces will be created.

FINDING G G. Public utilities and facilities are adequate to serve the proposed use. Suggested Finding: The use will not require additional public facilities.

FINDING H H. The proposed use will not adversely affect nearby properties or their permitted uses. Suggested Finding: The shared use of the site as a cultural school and recording studio will not materially adversely affect nearby properties or their permitted uses. Bay Model supports the use.

FINDING I I. The findings required by Chapter (Specific Use Requirements) for approval of specific uses are made: Suggested Findings: There are no findings required for a cultural school land use within the Industrial Marinship Overlay Zoning District.

CONCLUSION As a cultural school, Harmonia is an allowed use in the Industrial Marinship Zoning District. All Findings under Chap can be made to issued a Conditional Use Permit. The appeal should be upheld and the use permit granted.
