Psychological 1.Local people have to get involved, stimulated, believe in what is done, and get a common goal. The plan must include simple non violent tactics, and people must be save when they carry out the plan. 2.Also they have to get information and know what is going on to believe in what they do, or what their friends/families are doing. 3.To get involved people must be able to lend a hand in the plan that is being carried out, so (part of) the plan must be easy to carry out and without violence. Working together creates a common goal. 4.People are probably scared and safety must be guaranteed. They should not get into danger because they are helping, so they need protection. One can use 500 soldiers to protect 2000 local people working on a defense project. The project must be finished because after it the enemy might want to punish the people that worked on it. This is quite a risk, and in this way one can predict where the enemy will be in high concentration in the future. So air force assistant should be available and know the locations well. 5.Communication is essential to get information. People cannot read or write, so the main way to carry out information is verbal. This is best being done when people are concentrated, as when working at a (protected) defense project.

5. The main way to carry out information is verbal. Communication is essential to get information. People cannot read or write, so the main way to carry out information is verbal. This is best being done when people are concentrated, as when working at a (protected) defense project.

Learning/teaching to read and write A.Communication is essential in preventing and eliminating war. Partly because of ruling out mistakes in interpretation and suspicion. This way people are more easily concentrated to one goal and will work together. It is known that reading and writing is important, but a school is a nice target to destroy. B.People that are motivated to learn to read and write do not necessary need schools. They will be thankful if they get (simple) books. With simple books I mean books with few words and many pictures. The picture shows the meaning of the word. These days a text/language on internet can be translated. So it is easy to put a text on internet and get a translation.

C. My suggestion is to invest in many simple books. Existing books can be used and people all over the world can translate words in the books into Afghan language and write the meaning of the words in the books by pen. These books can then be collected and given to Afghan people. This way civilians all over the world can help a hand. Spoken languages in Afghanistan are: 1.Dari, 2.Pashto, 3.Pahlawi/Farsi/Dari, 4.English to Farsi / Farsi to English Dictionary, to Farsi / Farsi to English Dictionaryhttp:// D. A school is an easy target to destroy, including children. A school is a high effective bombing target. Education is disrupted, teachers killed, books destroyed. It is easy to detect who the teachers are (to kill) when they go to a school. Simply watch the school. E. On the other hand it is up to them/civilians if they want to build schools now. It is up to those who send their children to a school, it is up to them to judge how save/dangerous a school is. A part of progression will always be due to the attitude of the local people themselves. A part of progression will always be due to evolution. First create a save area First of all, a save area is not in the middle of a village where the enemy is most active. There are many places in Afghanistan which are difficult to reach because of, for example mountains. One can make such an area even more difficult to reach, or almost impossible to reach. Then you need people that want to live there. People that have most encountered the enemy will be the ones that have the most benefit for such an area, and will have the most anger against the enemy. And will be most willing to protect the save area and keep it save?? One can name it a save place for war victims and their families. This will attract the right population to go to this area???

A defense position is always in advantage If you have an equal amount of soldiers and weapons, the soldiers at the defense position are in advantage because they hide behind protecting walls etc. and shoot when the enemy is close enough. People at the defense position are more difficult to hit. So if you want to attack a village with defense mechanisms you need a high(er) amount of troops and weapons than that are present in the village. It takes time and organization to get a high amount of soldiers/enemies. Hopefully so much time it is being noticed before they (can) attack.

Who will ever execute such ideas? People at high positions, especially in the beginning, kind of have to do what their advisors advice. It would make a bad impression if the president ignores top advice and goes his own way. So what finally goes to the public won’t be exactly what the finally responsible person wants or thinks. But he/she can give a certain direction. An advice also depends on what the people that execute the plan think. If these are people that like to throw bombs, one has to calculate this in the advice. If you give an assignment to bake cookies to green berets it will not succeed. So the plan has to go to the right persons.
