Aadhaar WHAT Aadhaar IS Each individual will be given a single unique ID number of 12 digits For every resident, including children Will collect demographic and biometric information to establish uniqueness of individual Voluntary For every resident, irrespective of existing documentation UIDAI will enable a universal identity infrastructure that any ID based application like Ration Card, Job Card, Swastha Bima etc. can use UIDAI will give a "Yes" or "No" response for any authentication queries Aadhaar means FOUNDATION The Government of India conceived the idea of having a unique form of identification for residents of India. Base the identity of an individual on a Unique Number which is linked to the individual's demographic and biometric information. The features of this Unique Number will be as follows:   It will be a randomly generated twelve digit number for every resident of India. Example: 2653 8564 4663. This number will be called the Unique Identification (UID) Number or Aadhaar number. The number will be unique, which means, no two residents will have the same number. No resident can have two numbers because Aadhaar is based not just on standard information like name, address, age but also on biometric information which is unique to every person. To avoid frauds, the Aadhaar number will have no additional information within its value or structure. It will be a ‘random’ number like the result of a lottery draw or like throwing a dice. AADHAR will be used to prove identity not citizenship. It will not be compulsory for a resident of India to get an Aadhaar number. It will be voluntary. However in future, certain service providers (government or private agencies) may require a person to have an Aadhaar number to deliver services. For example, in future, the Public Distribution System (PDS) department may issue ration cards based on an individual’s Aadhaar number and that number will appear on the ration card.

Need of AADDHAAR 1. Aadhaar will provide identity to the underprivileged and marginalized, who are unable to avail of benefits under various Government schemes. 2. Aadhaar will reduce cost of transactions which are required to access benefits 3. Aadhaar-enabled applications, e.g Aadhaar lined Bank accounts. 4. Aadhaar will ensure that proving identity is not a constraint when moving from one place to another. 5. Aadhaar will provide individual identity and not family linked

Where can AADHAAR be used ?

Where do you need to show your identity? (Indicative list) Employment MNREGA, SGSY, IAY, KVIC, PMEGP etc. Education Food & Nutrition PDS, Food Security, Mid Day Meals, ICDS SSA, Right to Education Any system requiring Identity Healthcare RSBY, Janashree Bima Yojana, Aam Aadmi Bima Yojana etc. Swaranjayanti Gram Swarojgar Yojana (SGSY) INDIRA AWAS YOJANA (I.A.Y) Khadi and Village Indutries Commission (KVIC) Prime Minister's Employment Generation Programme (PMEGP) Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) Sarva Shiksha Abhiyan (SSA) Public Distribution System (PDS) Integrated Child Development Services (ICDS) Janani Suraksha Yojana (JSY) Primitive Tribal Groups (PTGs) Rashtriya Swasthya Bima Yojana (RSBY) Indira Gandhi National Old Age Pension Scheme (India) (IGNOAPS) Inclusion & Social Security JSY, Dev of PTGs, IGNOAPS , TRICOR (AP Tribes), Kutumbashree (Kerala), etc.

Benefits for the Government 1. Provides accurate data of residents 2. Provides better reach and focused targeting for various schemes. 3. Reduce leakages due to fake and duplicate identities. 4. Reduce cost of delivery of benefits to Residents. 5. Improve efficiency and effectiveness with which various schemes 6. Allow better coordination of investments and information sharing

How AADHAAR is Generated Aadhaar will be built in partnership with Registrars Registrars will collect demographic & biometric data from residents through Enrolment Agencies/directly UIDAI empanelled enrolment agencies can be used by Registrars Aadhaar will be issued by the UIDAI to residents after de-duplication of data

Data Verification

Who is a verifier? 1. Registrar Supervisor (for document verification) 2. One or more than 1 verifier at one enrolment station 3. Appointed by Registrar 4. Serving Officials/retired officials with experience of document verification 5. Armed Forces (including CPMFs) 6. PSU/Banks officials not below rank of Group C/ Class 3

Responsibilities of a Verifier 1. Verify Photocopy of Documents against original 2. Verify Enrolment form Details against original 3. Check and Mark the incorrect names/different names filled in Enrolment form against original 4. Verify the form filled for correction (if required) 5. Need to be present throughout the opening hours (to be ensured by registrar)

Responsibilities of a Verifier(contd. ) 6. Ensure completeness and accuracy of Enrolment forms filled 7. Ensure the filling of all mandatory fields 8. Encourage the filling of optional fields 9. Stamping of enrolment form after verification 10. Sign and put name if stamp not available 11. Singing/thumb print/stamp photocopies of documents stored (not in case if attested by gazette officer)

Guidelines for Data Verification

Basics 1. Original of all documents necessary 2. In case of photocopy of documents, should be attested by gazetted/public notary 3. Documents produced shall be from approved list of UIDAI @ http://www.uidai.gov.in/images/FrontPageUpdates/valid_documents_list.pdf 4. UIDAI / Registrars can change the list if required 5. Verification can be refused if suspected for forged or altered documents
