PII and Security Reminder Please do your best to protect student information. Please do not send unencrypted Personally Identifiable Information (PII) of students via . If you must inquire about a student about an issue, please use State ID only. Never use the student’s name, SSN, or other identifying information in any unencrypted communications. If an issue must be resolved by sending other PII data, always encrypt the data using AxCrypt prior to ing the data. Never send report submissions with unencrypted PII. Axcrypt: 6

Table 2 – Personnel Reporting Reporting Provide the number of full-time equivalent personnel employed or contracted to provide special education and related services on or about the child count date (October 27, 2015) Report personnel employed to serve students with disabilities ages 3 through 21 The figures must include all data from all agencies having responsibility for educating children with disabilities, including personnel employed by private agencies 12

Table 2 – General Instructions Report personnel employed to serve students with disabilities ages 3 through 21 regardless of funding source (i.e. Part B of IDEA, State, or local funding) Do not count teachers and other instructional personnel who serve children from birth through age 2 unless they also serve children with disabilities ages 3 through 21 13

Table 2 – Data Entry Considerations Table 2 is a count of Full Time Equivalency (FTE), not people Numbers reflected on Table 2 must be personnel serving special education students on the date of the child count (October 27, 2015) Paid employees only (no volunteers) Place zeroes (0) in categories where no personnel were employed FTE for Speech/Language will be reported on a separate worksheet (SC Specific Table 2 Directions available on website) 14

Table 2 – Data Entry Considerations Decimals may be used Round decimals to the hundredth place. A part-time teacher working 4 hours per day (in a 6-hour school day) would be reported as.67 FTE Division of Time If a teacher’s or personnel time is divided between students with disabilities and students in the general population, base the reported FTE on only the percentage of time the teacher/personnel works specifically with students receiving special education and related services Ages 3 to 21 only Do not count teachers and other instructional personnel who serve children from birth through age 2, unless they also serve children with disabilities ages 3 through 21 15

Table 2 – Personnel Reporting Four sections to be completed Section A: FTE Special Education teachers according to whether or not they are highly qualified (ages 3-5 and ages 6-21) Section B: FTE Special Education paraprofessionals according to whether or not they were highly qualified (ages 3-5 and ages 6- 21) Section C: FTE related services personnel for children ages 3 through 21 as to whether or not they were fully certified (ages 3-21) Section D: FTE Speech-Language Pathologists according to whether or not they were fully certified (ages 3-5 and ages 6-21) 16

Table 2, Section A – Special Education Teachers Special Education Teachers Teachers employed to provide special education to children with disabilities, including preschool teachers, itinerant/consulting teachers, and home/hospital teachers This count should include teachers of children with disabilities in separate schools and facilities If a Special Education teacher’s time is divided between students with disabilities and students in the general population, based the reported FTE on only the percentage of time the Special Education teacher works specifically with students receiving special education and related services 17

Table 2, Section B - Paraprofesssionals Paraprofessionals – Employees who provide instructional support, including those who: Provide one-on-one tutoring Assist with classroom management Provide instructional assistance in a computer lab Conduct parental involvement activities Provide support in a library or media center Act as a translator Provide instructional support services under the direct supervision of a teacher If a paraprofessional’s time is divided between students with disabilities and students in the general population, based the reported FTE on only the percentage of time the paraprofessional works specifically with students receiving special education and related services 18

Table 2 – Highly Qualified (Sections A and B) Highly Qualified – Must meet the State standard based on the definition of highly qualified: For Special Education teachers – 20 U.S.C. § 1401(10) For Paraprofessionals – 20 U.S.C. § 1412(14)(B) Not Highly Qualified – For teachers/paraprofessionals who do NOT meet the State standard for highly qualified for the position in which they are employed 19

Table 2, Section C – Related Services Personnel Related Services Personnel – Employed or contracted to provide related services on the child count date who are considered fully certified for their position (See definitions on Table 2 Directions, pages 3-7 for specific definitions of these roles) Audiologists Interpreters Psychologists Occupational Therapists Physical Therapists Physical Education Teachers and Recreation and Therapeutic Recreation Specialists Social Workers Medical/Nursing Service Staff Counselors and Rehabilitation Counselors Orientation and Mobility Specialists 20

Table 2, Section D – Speech-Language Pathologists Speech-Language Pathologists provide the following services: Identification of children with speech or language impairments Diagnosis and appraisal of specific speech or language impairments Referral for medical or other professional attention necessary for the habilitation of speech or language impairments Provision of speech and language services for the habilitation or prevention of communicative impairments, and Counseling and guidance of parents, children, and teachers regarding speech and language impairments 21

Table 2, Section D – Speech/Language Disabilities vs. Related Services Rows – “with Speech/Language Disabilities” Speech-Language Pathologists employed to provide special education to children with disabilities (including children with disabilities in separate schools and facilities) Rows – “with Speech/Language Related Services” Speech-language services may be provided through related services for a student who does not meet the eligibility requirements for Speech or Language Impairment but for who the IEP team has determined the need for speech/language services in order for the student to benefit from their special education program 22

Table 2 – Fully Certified (Sections C and D) Fully Certified – Personnel who hold appropriate State certification or licensure for the position held, AND Personnel who hold positions for which no State requirements exist (i.e., no certification or licensure requirements) Not Fully Certified – Personnel who did not hold State certification or licensure for the position to which they were assigned, or if they did not meet other existing State requirements for the position. (This includes long-term substitutes.) 23
