GLTN BRIEFING AND PROGRAMME Land tenure security as a challenge INTRODUCTION To reach goal of poverty alleviation through land management, the GLTN and its partners engaged in the process of developing Land Tools with different levels and capacities. Urbanization is a land use and land rights issue. Increasing population around cities has raised demand for security of urban land tenure. This means exploring alternative tenure security approaches as part of the effort in reducing poverty.

Tenure responsive land use planning means mainstreaming tenure security principles and considerations in land use planning so that it can result to improvements in tenure security.

GLTN BRIEFING AND PROGRAMME Implications for Policy and Practice CONCLUSION & FURTHER STEPS Possibilities for the integration of tenure responsive land use planning into slum upgrading and other pro-poor urban development programs. Extending land use planning objectives to tenure security. Integration or inclusion of tenure responsive land use planning in the overall development plans of a city or develop country (or local) specific plans to manage tenure responsive land use planning. There will be funding implications in countries or communities where funds are set aside only for traditional land use planning. Publication of a Guide entitled, “Tenure Responsive Land Use Planning: A Guide for Country Level Interventions” by the GLTN/UN-Habitat and its accompanying Learning Package. This will arm practitioners with a hands-on Operational Guide and capacity development instrument for better contributing to tenure security in developing countries.
