Places to Grow Plan Policy of the the Places to Grow Plan states that: Development outside of settlement areas, may be permitted in rural areas in accordance with Policy (i) 17

Places to Grow Plan Further, Policy (i) states: Directing development to settlement areas, except where necessary for development related to the management or use of resources, resource-based recreational activities, and rural land uses that cannot be located in settlement areas. 18
