Illicit Connections & Illicit Discharges (IC/ID) Elimination Program Flood Maintenance Division West Area Annual Refresher Training August 9, 10 & 11, 2010

Revisit the intent and the basic requirements of the illicit connection/illicit discharge elimination program (ICID) under the NPDES Storm water / Urban Runoff mandate.

To detect and eliminate illicit discharges and illicit connections into the storm drain system, to document, track, and report on such incidents

Permittees are required to inspect all open channels and underground storm drains for illicit connections no later than February 1st. Investigate illicit connections within 21 days from the date it was discovered Terminate any confirmed illicit connection within 180 days.

6 Illicit Discharge coming off an industrial site. Once notified we respond to any illicit discharge activities within one business day to abate, contain, and clean up, including hazardous substances Respond to CLEANLA calls on illicit discharge incidents

7 The public or our staff calls the Hotline to report an incident or observation ITD dispatch operators assess the calls. If they are within our jurisdiction operators will dispatch field crew. If the incident is in another municipality, ITD will call and/or fax the information to that municipality If discharge is likely to reach the flood control system, FMD will be dispatched

8 Field crew (FMD, RMD, or SMD) contain the discharge and identify source, determine responsible parties and conduct clean up activities (with contractors if needed)
