An Overview of the USGS Instrumentation Committee (ICOM) Date of presentation Your name and contact information here

Presentation Topics What is ICOM? What does ICOM do? Who to contact on ICOM How to submit an instrumentation need

What is ICOM? Instrumentation Committee Reformulated in 2004 Charter similar to before: –Assist and advise the Water Discipline Technical Offices (Surface Water, Ground Water, and Water Quality) in: Hydrologic instrumentation and policy issues Identifying and prioritizing hydrologic field instrumentation needs and issues of WRD offices and science programs regarding –Determine which instrumentation projects are funded and at what levels. –Determine instrumentation projects for funding and funding levels

Who serves on ICOM? 10 voting members, balancing technical discipline interests –District/Regional representatives (6) –Technical Office representatives (3) –Regional WRD Safety Manager Permanent Non-Voting Participants/Liaisons –HIF Chief –Executive Secretary –Water Survey of Canada liaison –National Research Program liaison Other Participants –From USGS outside WRD, other Federal agencies, universities, etc.

Who are your ICOM representatives? Voting members –District/Regional representatives NR: _vacant_ SR: Jack Carmichael, Stewart Tomlinson CR; James Fallon, Joe Sullivan WR: Michelle Sneed –Technical Office representatives (3) Doug Glysson (OWQ), Carole Johnson (OGW), Kevin Oberg (OSW) –Regional WRD Safety Manager Rom Kuzniar Permanent Non-Voting Participants/Liaisons –HIF Chief: Eugene Hayes –Executive Secretary: Tom Zembrzuski (retiring) –Water Survey of Canada liaison: Pat McCurry –National Research Program liaison: Harry Jenter Other Participants

Regional Technical Advisory Committees (RTAC) –CHIDER - Comm. For Hyd. Instr. & Data, Eastern Reg. –CRACD - Central Reg. Advisory Comm. on Data –WRTAC - Western Reg. Tech. Advisory Comm. Other Committees –HAWG – Hydroacoustics Work Group –ITAC – Instrumentation Technology Advisory Comm. Charter: “Links with these committees should be formalized to facilitate and promote information sharing” ICOM relies on input from other technical committees

How does instrumentation need become and ICOM project? 1.Person with need writes need statement and sends to RTAC representative or ICOM 2.RTACs evaluate need and make recommendation to ICOM 3.If accepted, ICOM requests project proposal 4.ICOM reviews proposal and votes whether to make a project 5.If approved, ICOM prioritizes new project among all active projects and determines funding level

This flowchart being revised to reflect reformatted committee

Anyone can submit a needs statement

Anyone can view current and historical needs, proposals, and projects

What is instrumentation cycle? ICOM meets at least twice per year Winter: –Review and evaluate new proposals & needs –Review progress of active projects –Discuss actions or policy related to instrumentation Summer: –Evaluate and recommend proposals for new projects –Prioritize and recommend funding for new and active projects –Discuss actions or policy related to instrumentation
