Traceability Traceability refers to the ability to trace something along the supply chain and requires key information to be linked with the physical flow. Traditionally, it has been requested for food safety purposes and it has been provided by the information on the labelling and documentation supplied with the product.

What products are covered by the scope of the IUU Regulation? All catches of marine fishery products, with the exception of aquaculture obtained from fry or larvae, ornamental fish, mussels, snails and other products of minor importance listed in Annex I of Regulation 1005/2008.

Article 58 Fisheries and aquaculture products placed on the market or likely to be placed on the market in the Community shall be adequately labelled to ensure the traceability of each lot. Lots of fisheries and aquaculture products may be merged or split after first sale only if it is possible to trace them back to catching or harvesting stage.
Article 58 Member States shall ensure that operators have in place systems and procedures to identify any operator from whom they have been supplied with lots of fisheries and aquaculture products and to whom these products have been supplied. This information shall be made available to the competent authorities on demand.
Article 58 The minimum labelling and information requirements for all lots of fisheries and aquaculture products shall include: (a) the identification number of each lot; (b) the external identification number and name of the fishing vessel or the name of the aquaculture production unit; (c) the FAO alpha-3 code of each species; (d) the date of catches or the date of production; (e) the quantities of each species in kilograms expressed in net weight or, where appropriate, the number of individuals; (f) the name and address of the suppliers; (g) the information to consumers provided for in Article 35 of Regulation (EU) No 1379/2013 of the European Parliament and of the Council ( 1 );

From December 2016, NEW REQUIREMENTS FOR LABELLING
1. Mandatory information Prepacked and non-prepacked products 1.Commercial designation and scientific names 2.Production method: ‘caught …’; or ‘caught in freshwater …’; or ‘farmed …’. Mixed products of the same species and different production methods must display the method of production for each batch.

Catch area / country and body of water / country of production: The catch area for fish caught at sea is the FAO area, sub-area or division where the fish were caught. Fish caught in freshwater must display both the name of the body of water (river, lake, etc.) and the country where the product was caught. Farmed fish (aquaculture) must display the country of production. Mixed products of the same species caught in different catch areas or fish-farming countries must, at least, display the area/country of the batch that is more representative in terms of quantity, and indicate that products come from different areas/countries. 4. Fishing gear: ‘seines’, ‘trawls’, ‘gillnets… Mixed products of the same species caught with different categories of fishing gear must display the fishing gear category for each batch.

For pre-packed products, this information must accompany the commercial name. For non-prepacked products, the information need not accompany the name of the food, although it must be shown on billboards or posters.

Mandatory information Prepacked and non-prepacked products 6. ‘Best before’ date / ‘Use by’ date: ➜ The date of minimum durability corresponds to the ‘best before’ date or ‘best before end’ date. ➜ All prepacked products which are not highly perishable must display the ‘best before’ date. By contrast, highly perishable products should display the ‘use by’ date. ➜ For all non-prepacked products, products prepacked for direct sale or on sales premises at the consumer’s request, EU countries can decide whether to adopt national rules stipulating that the ‘best before’ or the ‘use by’ date should be displayed. ➜ For live bivalve molluscs, the ‘best before’ date can be replaced by the label ‘these animals must be alive when sold’.
7. Allergens: ➜ For prepacked products, a clear reference to the name of any allergens should be included in the list of ingredients. This should appear in a typeset (e.g. font style, or background colour) which clearly distinguishes it from the rest of the list of ingredients. ➜ For non-prepacked products, products pre-packed for direct sale or on sales premises at the consumer’s request, information on allergens is also mandatory. However, EU countries can adopt national measures about the ‘means’ by which this information is provided. 1. Mandatory information
