Medium-Term Policy Response Agenda To realize Vision 2030, Harambee PP commits to the following targeted interventions:  Improving skills and quality of educational outcomes  Expanding manufacturing base, tapping regional integration  Promoting Growth at Home and export-led growth  Fostering a conducive investment climate  Eradicating poverty through income generation and social protection

Medium-Term Policy Response Agenda  Implement growth-friendly fiscal & monetary policies  Do things differently; Implement Harambee PP  Mobilize Domestic Resources to finance development  Implement structural reforms to optimize outcomes: (PPP Policy, Public Enterprises, NEEEF, Public Procurement, Financial Sector reforms)

Conclusion  Namibia has made significant progress since 1990  Structural constraints in core areas remain, but are surmountable  Addressing the constraints require a new norm, better targeting and urgency in a globalized world  The Harambee Prosperity Plan offers prioritization for a new development paradigm
