The Project NCFRP 41 is a 2-year, $500,000 project to: ◦ Develop improved capacity and LOS techniques for incorporation into the HCM that:  Improve agencies’ abilities to plan, design, manage, and operate streets and highways to serve trucks, and  Better evaluate the effects of trucks on other modes of transportation and vice versa. ◦ Techniques are needed for uninterrupted and interrupted flow facilities in both rural and urban conditions. 2

Truck LOS Model Objectives Sensitive to the facility performance measures that are most important to truck freight shippers, receivers and motor carriers (not drivers). Must provide actionable information to public agencies for prioritizing truck improvements on a facility. 6

Approach Survey preferences of shippers/carriers. Fit model. Adapt model to HCM analysis needs. Evaluate models on case studies Run models by planning professionals Revise and select final model. 7
