Civil Service vs. Non Civil Service Within PA’s state government, there are two types of positions, civil service and non civil service. At its simplest, civil service positions are covered by the Civil Service Act and are filled based on merit. To be initially hired into a civil service position, you must take an examination. Non civil service positions are filled through the Bureau of State Employment and require an online application.

Then what? After testing, your results will arrive in the mail. If you are eligible, you will receive a score and your name will be placed on the civil service list for the job titles for which you tested. Once a vacancy occurs for that title in your designated counties, you will receive information in the mail specific to that vacancy.
