1 Dublin 23/24 April CONCLUSIONS Regulatory Co-ordination Responses to Deliverables 3 and 4 due by 8 th May Papers redrafted to take comments into account including:  Clarity on scope of Codes of Practice  Re-drafting of Guideline 3 to make generic Enabler Group to provide comments on appropriate check list items by 15 th May Updated Draft Code of Practice and Check List to be drafted for RCC by end of May. First Draft MoU to be drafted for RCC by end of May IT compatibility to be progressed by GTE and other organisations: GRI monitors developments Legal issues to be picked up together with MS Work towards formal signing of MoU by October in Scheveningen

2 Dublin 23/24 April CONCLUSIONS: Transparency 1.Regulators will make available information on decisions that have been taken in relation to the ‘less then three rule’. They will help develop guidance on whether or not information should be published. Deadline: 15th of May EFET will produce a detailed paper specifying the information requirements the information requirements for the market. Deadline: end of May Storage operators will produce detailed project plans for their initial proposals taking account of user requirements for improved transparency in developing future proposals. Deadline : 8th of June TSOs will bring forward initial concrete proposals for change in response to the user requirements for improved transparency Deadline: 8th of June 2007

3 Dublin 23/24 April CONCLUSIONS: Day ahead capacity auctions Broad commitment to make project work as soon as possible. 2 Jour Fixes:  31 st of May 2007, The Hague: discuss progress and prepare for the specification deadline (EFET participation subject to legal advise on secondary by the 25 th of May)  Next JF around 30 June 2007 delivery of full specification, GRI to organize pilot presentation workshop on all the details of the pilot (exact date will be decided upon on the 31 st of May): Homework for the 31 st of May: focus on 2ndary market  EFET and Enabler Group: -Work on standard capacity transfer contract (EFET is able to confirm start after 25 th of May) -Clarify solidness of commitment to participate (buy/sell) -Decide on method to hand-over capacity  TSOs: -Work on reduction of the implementation lead time to max. 3 hours for existing shippers.  Regulators: -Start with relevant TSO’s legal taskforce on bottlenecks analysis (will also include Belgian and French regulatory framework), 1 st analysis by 25 th of May; final by mid June. -Distribute documents as soon as possible -Identify and facilitate process for any open questions/issues on way to  APX/Trac-X: keep the project on track! -Help to address open issues -Develop a web-based, secure and user-friendly platform capable of being extended to different interconnection points -Shipper license with relevant TSOs

4 Dublin 23/24 April CONCLUSIONS: Balancing 1.TSOs will develop detailed project plans for the delivery of the information templates: Deadline: 8th of June The Enabler Group will finalise the terms of reference for the 2 case studies and publish on ERGEG website: Deadline: 15th of May 2007

5 Dublin 23/24 April Process to next stakeholdersmeeting in october 2007 EG’s will go on working on deliverables Workshops on priorities will be organised as required for example: jour fixe day ahead, IP meetings primary interconnection, hub usergroups Monthly RCC contact IG meeting Progress report on Ergeg site making progress or non progress transparent A new structure for ideas of stakeholders will be put on the website and EG’s, IG and RCC will be consulted in the approval of these ideas Meeting with governments who have expressed support for this initiative and will take up actions deemed necessary by all parties
