Key M&E requirements:  Specification of information requirements  What exactly do the decision makers want to know about the project?  For what purpose is the information?  When do they want the information ?  Reporting Monitoring and Evaluation Results  Must attract the decision makers’ attention  Decision makers must have confidence in accuracy of data provided to them  Findings of research should show possible alternatives for future action  Should be a tool for rationalizing decision making

 Non-cooperation by project staff that may perceive it negatively, or even as a form of witch-hunting  Insufficient or unreliable data/information  Ex-post evaluation is given low priority in many organizations since it deals with ‘historical’ issues.

 Solutions: Culture change where M & E is valued for its control function, and for organizational learning to improve future project performance. Excellent data gathering and management systems Good information and ICT systems are essential.

 Manual -prone to error, -difficult to conduct on a large scale -high in transaction costs.  Information and communication technology (ICT) tools ◦ mobile phones and tablets, ◦ Mobile applications Advantages:  Capacity to create digital surveys,  Real-time data storage/transfer  Removal of manual data entry.

 Choosing the right hardware is a critical step in a project using ICT for data collection.  Complex data collection usually requires more capable devices, but for simple collection, SMS may be appropriate. Examples: iPod touch, iPad, iPhone, or Android device
