IRAQ’s OIL POLICY (2008 – 2017) Presented by: ENG. AHMED ALSHAMMA Deputy Oil Minister IRAQ

IRAQ's OIL POLICY (2008 – 2017) EXPLORATION TARGETS - Transformation of (40) Billion Barrels of probable oil reserves to proven reserves. - Transformation of (60) Tcf of probable gas reserves to proven reserves. Actions - Seismic Surveys and appraisal wells for the deep undeveloped reservoirs in producing fields. - Seismic Surveys, appraisal wells and production tests for none producing discovered oil & gas fields. - Seismic Surveys for unexplored areas with exploration wells in newly discovered fields.

PRODUCTION TARGETS I.OIL: - Increase production to (6) million b/d by 2015 and sustaining it to Actions - Improve production from producing fields by implementing water injection, gas lifting, use of submersible pumps, wet crude treatment units, additional drilling, production from deeper reservoirs & additional development of some reservoirs. - Full development of non producing discovered fields in cooperation with IOCs. Coupled with - Expansion of existing facilities for crude oil storage and transportation. - Expansion of Export Facilities. - Building facilities for upgrading heavy crude to facilitate its transportation and export.

PRODUCTION TARGETS II.GAS - Increase production of gas from present (1500) mscfd to (6900) mscfd as. Actions - Increase of associated gas due to increase of oil production (3200 mscfd) - Development of gas fields + and production from gas domes (2200 mscfd) Coupled with - Expansion of processing capacity. - Expansion of transportation network. - Connection to export outlets.

OIL REFINING TARGETS - Increase the Refining Capacity from (530) MB/d to (1500) MB/d in Increase of white products from existing refineries. - Improve quality of refined products. - Increase production of Lubricating oils and asphalt. Actions - Building large grass root refineries & increasing capacities of existing refineries. - Adding FCC unit’s at the three existing main refineries. - Adding reforming units, isomerisation units and HDS units at the existing refineries. - Renovation of Lube oil plants. - Adding new asphalt units.

GAS PROCESSING TARGETS - Increase processing capacity to (6900) mscfd Actions : - Rehabilitation of existing trains in South Gas & North Gas Plants. - Expansion of North & South Gas Plants. - Building new plants as part of the development of new oil & gas fields. Coupled with - Complete rehabilitation and expansion of existing compressor stations in the north & south. - Implementation of gas utilization facilities for Zubair & West Qurnah & Luhais fields.

STORAGE, TRANSPORTATION & DISTRIBUTION TARGETS : - Increase storage capacity of white oil products from (1.7) to (4.7) million cu.m. - Increase storage capacity of LPG from (136) to (520) thousand cu.m. - Increase pipeline transportation capacity for: - :-White products from (1700) to (5000) million cu m.km/Year. :- LPG from (1100) to (3300) million cu m.km/Year. :- Crude oil for refineries from (1200) to (5600) million cu m.km/Year. :- Dry Gas from (800) to (16000) billion cu m.km/Year. - Rehabilitate and expand the capacity of LPG export terminal from (1.5) to (8.4) million ton/year. - Export excess dry gas to the European market through Syria & Turkey and to other neighboring countries.

STORAGE, TRANSPORTATION & DISTRIBUTION TARGETS : Actions : - Expansion of existing products depots. - Building new products depots. - Construction of new LPG storage tanks. - Implementing new trans –country crude pipeline and branch lines. - Completing the dry Gas trans - country pipeline with branches all over the country. - Expansion of dry gas networks in the North and South. - Implementing new gas pipelines to link with gas export systems in neighboring countries.

BUSINESS UPORTUNITIES IN OIL & GAS SECTOR 1. UPSTREAM - Contracts for development of oil & gas fields : 27 Brown fields, 51 green fields and 65exploration blocks. - 2D & 3D Seismic Surveys covering all fields and exploration blocks. - Drilling of exploration, appraisal & production wells with all related services. - Completion & Work over of wells. - Engineering and consulting services in all upstream activities. - Engineering, supply, construction, surveying & services contracts to expand the crude export system in the south both onshore and offshore. - Supply of tubular products: tubing & casing for wells, flow lines and transfer lines. - Supply of Storage Tanks materials and accessories.

BUSINESS UPORTUNITIES IN OIL & GAS SECTOR - Supply of valves and fittings (all types ratings and sizes) - Supply of surface facilities for production and field treatment of oil and gas. 2. DOWNSTREAM - Front End Engineering for new refineries & refinery units. - Implementation of refineries and units by EPC and EPS contracts. -Supply of miscellaneous materials & equipment for refineries, depots and pumping stations. -Implementation of intelligent pigging for pipelines. -Design & supply of new control and supervisory systems for storage, transportation and distribution networks. - Design & supply of equipments to control environmental pollution in refineries and gas processing plants.
