Current higher education topics in Finland Universities' core funding formula reform 2013 –Revision for 2015 Polytechnic reform –The basic funding of polytechnics will be transferred to the state in its entirety, and they will be turned into independent legal organisations Other current development –Renewal of higher education student selection –Shortening graduation times –Government support for universities to raise capital Comprehensive reform of state research institutes and research funding –Structural reforms to achieve stronger multidisciplinary research organisations –Academy of Finland to set up funding instrument for strategic research –Academy of Finland to establish a strategic research council 2

Opening up Science in Finland Targets of Open Science and Research initiative (ATT) –To incorporate open science and research to the whole research process to improve the visibility and impact of science and research in the innovation system and society at large –To foster the research system in Finland towards better competitiveness and higher quality, transparent, collaborative and inspirational research process should be promoted. –The measures promote open publications, open research data, open research methods and tools, as well as increasing skills and knowledge and support services in open science domain. –Contributions from all research system actors are welcome to change the research culture towards openness. –Finland will engage in international collaboration to promote open science and research. 8

Actors for Open Science and Research in Finland Ministry of Education and Culture –Open Science and Research Initiative (ATT) Research councils and funding agencies –Academy of Finland and TEKES Higher education institutions –As an example, University of Helsinki is a leading player in OA in Finland Finnish Social Science Data Archive (FSD) –A national resource center of social science research and education. Archives, promotes and disseminates digital research data. Funded by the Ministry of Education and Culture. Other actors –CSC – IT Center for Science Ltd. develops and provides IT services for research, education, culture, and administrative purposes –The National Library of Finland provides centralized repository platform services –Federation of Finnish Learned Societies supports publishing activities by providing distribution and storage services and consultation –FinnOA is a group of professionals from academia, libraries and data management, promoting open access to scientific information 10
